About The Role

You will join our Application Development and Production Support (ADPS) team, a comprehensive provider of application development and production support services for our partner departments and agencies across multiple business domains.

As an Application Architect & Production Support Coordinator (CSO 4), you will play a critical role in designing, developing, implementing, and maintaining complex digital business solutions that align with our business goals and technology strategy.

Collaborating closely with cross-functional teams, you will ensure that our applications are scalable, reliable, and maintainable.

This role offers an excellent opportunity for a team-oriented individual to assume a key leadership position within a dedicated, high-performing team that develops and supports numerous business systems and applications, both custom-developed and Commercial Off-the-Shelf, for multiple departments and government agencies .

Primary Accountabilities

Deliver Major Projects : Provide SDLC strategies, advice, and technical leadership for corporate IT initiatives / projects.

This includes project planning, effort estimation, solution options and recommendations, secure code review, change management, deployment and release management, test and quality management, and supervising the development staff during each development cycle.

You have end-level responsibility for the quality and performance of the final products.

Architect Applications : Design, develop, and implement complex business applications. This includes vetting and refining business requirements, designing and constructing application frameworks, and leading other developers (both internal and external) on detailed coding and implementation.

Provide technical guidance at all stages of business data modeling and database design. Continuously research more effective technical solutions to meet our clients’ demanding needs.

Maintain and Support Business Applications : Take overall responsibility for data security and the protection of application data, intervening and repairing defective data for data integrity.

You are responsible for solving critical production issues and coordinating escalation and status reporting to all stakeholders and senior management for any major incidents.

Manage Application Deployment and Release : Maintain the backlog of requests for enhancements, usability improvements, and defect fixes.

Investigate, document, and categorize these requests as they come in. Regularly review the backlog to identify new themes and eliminate duplicates.

Work with business clients to prioritize the maintenance backlog and select items for future iterative releases. You are responsible for managing and coordinating the deployment process.

Maintain and Improve SDLC Processes : Seek out common technical problems and develop reusable solutions (design patterns), maintain and version libraries of common codes, and instruct developers in the use of common code modules.

Lead the team in developing and implementing secure development policies and code review procedures, ensuring that government IT standards and procedures (such as Threat Risk Analysis and Vulnerability Scanning) are followed, and remedies are implemented.

Maintain Development Environments and Tools : Analyze, evaluate, select, and implement new technologies, methodologies, and development tools.

Integrate various technologies and tools into a cohesive and productive development environment and train developers in their use.

Continuously identify and implement improvements to the team’s processes and tools, always seeking work-smart ways to do more with less.

Team Leadership : Mentor and collaborate with team members and management to broaden team competency, promote knowledge transfer, and facilitate cross-training.

Stay current on new technology trends, standards, and industry best practices, as well as new software development tools and relevant training.

  • Project Management : Collaborate closely with project managers to guide development projects, ensuring successful navigation through the Architecture Review Board (ARB) and Change Advisory Board (CAB) processes.
  • Cyber Security Risk Management : Identify and mitigate technical and security risks associated with software projects to ensure secure and robust delivery of solutions.

Oversee Cyber Security Risk Management (CSRM) processes to ensure compliance and uphold security standards in development projects.

Education and Experience

Bachelors Degree in Information Technology + 5 years related experience; or graduation from a recognized Information Technology Program + 5 years and 6 months related experience;

or an equivalent combination of training and experience may be acceptable.

  • Strong proficiency in multiple programming languages on the server side, including C#, .NET technologies, among others, is required.
  • Fully skilled in front-end technologies, including HTML, CSS, and JavaScript, with proficiency in frameworks such as ASP.

NET MVC and Angular. Additionally, solid experience in database design and management, with expertise in Microsoft SQL and Oracle, is required.

Highly proficient in applying design patterns, including Separation of Concerns, Object-Relational Mapping (ORM), UI Data Binding, and developing Single Page Applications (SPAs).

Strong expertise in user security protocols and implementations / integrations (Kerberos, SSO, Token-based authentication, OpenID, PKI).

Good understanding of Microsoft Windows Server management and configuration, VM / VDI, Proxy / Reverse Proxy / Load Balancer concepts and technologies.

Experience in system performance tuning and scalability analysis and design.

  • Proficient in Agile methodologies and tools, such as Scrum, complemented by strong planning and project management skills, enabling the technical leadership of multiple development projects.
  • Strong documentation skills, including the ability to create clear and concise documentation and generate accurate reports for reference and collaboration.
  • Excellent analytical skills with a strong ability to troubleshoot and resolve complex technical issues. Innovative thinking with a focus on developing efficient and effective solutions.
  • Exceptional communication and interpersonal skills, capable of engaging effectively with both technical and non-technical stakeholders.

Proven leadership skills with experience in mentoring and guiding teams.

  • Knowledge of quality assurance methodologies and best practices. Understanding of IT compliance and security standards.
  • Commitment to continuous professional development and staying abreast of emerging technologies and industry trends.
