Job Summary
The Manager, eBusiness, Transactions and Customs Operations is responsible for ensuring that all transactional and customs-related issues are resolved for CN to maintain operational fluidity, and customer support.
Furthermore, the role ensures that all regulatory customs changes are properly planned, tested internally and externally, and implemented with both customs authorities and CN.
The incumbent oversees an office environment of unionized and management personnel and is responsible for day-to-day customs requirements for all Intermodal and Carload shipments in Canada, and the United States.
In addition, the role ensures Electronic Data Interchange (EDI) transactional requirements for waybill, customs, and Information and Technology (I&T) programming are logged, tested and approved prior to promotion.
Main Responsibilities
Regulatory Requirements and Compliance
- Liaise with Carload and Intermodal departments related to issues with documentation, reporting, holds, and restricted traffic
- Collaborate with CN Dangerous Goods to ensure certifications are complete and waybill data quality
- Work with other railroads to resolve interchange issues related to waybill transmissions, and empties found to be loaded
- Liaise with Customs Ports and government to ensure compliance
- Collaborate with Intermodal and Carload departments, and I&T for waybill, holds, customs issues and requirements
- Perform safety audits and ensure corrective action is taken
- Ensure all programming for Animal and Plant Health Inspection service (APHIS) and Consolidated Omnibus Budget Reconciliation Act (COBRA) fees are logged and promoted within the timeframe given
- Ensure all recertifications are up to date within the team
- Arrange for local vendors when required and ensure they are compliant with CN requirements
People Management
- Conduct daily reviews with the team to address operational, and staffing issues efficiently
- Mentor and develop Assistant Managers
- Build and maintain relationships with the Regulatory teams
- Deliver performance assessments and results to Assistant Managers and collaborate with Senior Managers to craft customized development plans
- Conduct mid-year and year-end performance reviews for Assistant Managers
- Lead or attend weekly team meetings
- Lead monthly Town Hall meetings
- Schedule and lead monthly union meetings with Labour Relations (LR), Human Resources (HR), Local and Regional Union Representatives to mitigate issues brought forward by unionized staff
- Interview new hires and participate with the Assistant Managers to onboard new hires
- Work with facilities to ensure appropriate equipment is in place and maintain a safe office environment
Processes and Procedures
- Manage approvals for access requests promptly
- Control costs of office requirements outside of CN Facilities control
- Ensure invoices are submitted timely and accurately
- Validate APHIS and COBRA charges and prepare invoicing within the time parameters
- Ensure consultant and generic ID reviews are completed promptly
- Ensure all processes and procedures for the group are reviewed and published promptly
- Communicate new procedures with all parties involved prior to implementation
- Review and recommend changes to applicable Tariff items regularly
Working Conditions
The role has standard working conditions in an office environment with a workweek from Monday to Friday. The role requires being available on-call 24 / 7 to respond to office and operational issues.
Due to the nature of the role, the incumbent must be able to meet tight deadlines, and effectively handle pressure and stress.
The role requires occasional travel (30%) within North America.

Experience
Customs Processes
Minimum 3 years of experience in North American customs processes and regulations
oExperience leading unionized employees
oExperience in the rail transportation industry*
oExperience in electronic data reporting

Education / Certification / Designation
- High school Diploma or General Educational Development (GED)
- Valid Driver’s License
- Bachelor's Degree in Commerce or Business*
