Description
The City of Côte Saint-Luc is seeking a dynamic and entrepreneurial individual to join its management team as City Treasurer.
Reporting to the City Manager and working in collaboration with the Council Member responsible for the Finance Department portfolio, the Treasurer will have management responsibility for all financial and material resources of the City.
You will direct the work of teams responsible for controlling all revenues and expenditures, with an operating budget of approximately $78.
4 million and a capital investment budget of approximately $13 million. You will be requested to prepare timely and accurate financial information conforming to generally accepted accounting principles and government regulations, and to support achievement of City and department objectives.
Key Responsibilities
As a member of the senior management team, the Treasurer will assist departments in financial matters by providing cost-benefit studies and recommending ways to adapt current processes toward greater efficiency and cost-effectiveness.
The Treasurer will be responsible for the preparation and coordination of the City’s original and revised operating and capital investments budgets.
- Prepare financial statements and coordinate the year-end external audit,
- Analyze accounts to prepare and approve month-end and fiscal year-end journal entries,
- Prepare tax rate simulations, invoicing and collection of municipal taxes,
- Generate budget comparison reports,
- Interface with other departments regarding procedures, issues and concerns that affect all financial issues,
- Develop and update department procedures,
- Validate effectiveness of internal controls and make recommendations for improvements, and
- Manage long-term debt service financing and reimbursement; prepare analyses and year-end financial statements for the employee pension plan and manage department workflow including prioritizing department tasks.
Skills, Knowledge, and Expertise
- The Treasurer will need to be highly motivated and have managerial experience in the public sector or in a non-profit organization.
- He or she will need to be a relationship builder and be able to balance innovative thinking with a businesslike common-sense approach to City management.
- The ideal candidate will possess a relevant university degree and have the professional experience, knowledge and skills necessary to meet the City’s expectations.
- Must be a member of the CPA order as a requirement.
- Excellent English and French language skills are required (written and spoken).
- A minimum of seven (7) years of relevant experience.
- Experience in municipalities will be considered assets.
- The City requires someone with strong analytical skills, excellent knowledge of finance and technology, the ability to motivate others to work as a positive team, proactive in leading the department towards systems and efficiency improvements, excellent communication skills, including listening and providing feedback, and supervisory experience.
- Finally, the candidate must have the ability to act as a leader in health and safety matters, including implementing the prevention program, proposing and implementing improvements, and presiding over health and safety breaks.
