Okanagan Skaha School District is seeking a Director of Instruction Human Resources, effective August 15, 2024, or a mutually agreeable date.

The Person : Reporting to the Superintendent, and as a member of the Senior Leadership Team, the Director is an accomplished strategic leader who oversees all aspects of human resource services to support and maintain a safe, inclusive, and healthy workforce and provides and supervision for learning and instruction at the elementary / middle and / or secondary levels.

Guided by the strategic plan, and inspired by Okanagan Skaha School District’s mission, vision, values, and goals, the Director recognizes the importance of their work with staff and its impact on students, families and the community.

The Director provides visionary strategic planning for the implementation of best practices in human resources, and supports principals in key human resource functions such as staff allocations, staff selection, staff investigations and grievance management.

The Role - Specific Responsibilities : LEADERSHIP Supports school administrators and district staff to facilitate effective decision making and problem solving in dealing with labour relations issues;

Builds positive working relationships with all education partners; Provides leadership to school principals and vice-principals in a family of schools regarding all school instructional and operational matters Motivates, guides, and directs principals to contribute their maximum to the realization of the District’s and school’s objectives.

Acts in a leadership capacity in support of the Superintendent / CEO in identifying and addressing issues of concern in education and in building understanding and developing consensus around positions and actions to be taken by the district.

Leads, motivates, guides, and directs staff to realize and achieve the District’s goals and objectives. Supervises and coordinates the work for members of the District's supervisory staff who work in the areas of human resources, technology support, and the international program.

Oversees all elements of human resource services and mentors and builds the capacity of district leaders to address human resources issues including recruitment and selection processes, succession planning, the development of human resource policies and procedures, health, and wellness, and employee relations, with a focus on supporting the excellence of educational outcomes.

Plans, leads and evaluates all labour relations activities including collective bargaining. In addition to collaborating and consulting with a broad range of internal and external stakeholders, the Director liaises with BC Public School Employers’ Association regarding provincial bargaining and other human resources issues and works closely with a dynamic district administrative team in alignment with best-practice human resources across the district.

  • strong and visible commitment for success for each student; A strong strategic vision for best practice human resources and labour relations A compassionate leadership style and an ability to develop a culture of collaboration, innovation, and inquiry Significant current experience in public sector human resources in an educational setting Strong, positive experiences managing labour relations issues, including contract management, collective bargaining and workplace investigations A record of building and maintaining excellent professional relationships with both union and exempt employees at all levels of the organization, as well as fostering effective relationships with external contacts Experience implementing legislative requirements that impact a complex working environment An eye for innovation and improvement, and an ability to develop and implement new approaches The ability to work independently with the aptitude for working as part of a collegial and collaborative environment The Qualifications Significant school-based leadership experiences at the elementary, middle and / or secondary school level Demonstrated understanding of current curriculum, instruction, and administration matters;

5 7 years experience leading strategic human resources and labour relations issues in the BC Education Sector; Relevant academic background in Human Resources or Labour Relations, or equivalent education combined with relevant work experience Demonstrated success leading a professional team Demonstrated analytical abilities in planning, budgeting and financial management Superior verbal and written communication skills, including writing formal reports, and making presentations.

A master’s degree in education or an acceptable related area of study. The School District SD No. 67 (Okanagan Skaha), representing the communities of Penticton, Summerland, Kaleden, and Naramata, serves the educational needs of approximately 5,700 students through elementary (K-5), middle (Gr.

6-7) and secondary (Gr. 8-12) schools.
