Project Manager Data & Analytics

Background

  • The Shared Analytics branch of the Department of Health, Corporate Services, is seeking an experienced data and analytics Project Manager Level with a strong Agile project delivery background to join its dynamic team focused on the delivery of data and analytics-oriented initiatives.
  • This position is within the Department of Health & Social Development Corporate Services, Shared Analytics Branch, supporting the Department of Health & Department of Social Development in Fredericton.

Services Sought

  • Reporting to the Manager of Reporting Products & Solutions (DOH, Corporate Services; Shared Analytics), the Project Manager under the terms of this Statement of Work will demonstrate leadership and flexibility, as well as the ability to build rapport with clients, team members, managers, and senior executives in a consulting context on the expanded Corporate Reporting Solution (CRS) application.
  • The individual will lead data and analytics delivery teams and be the liaison between product ownership, development / implementation teams, and client stakeholders.

The key functions of this role include :

  • working with stakeholders to understand their desired outcomes
  • building and managing the product backlog
  • ensuring projects are on time / budget
  • successfully leading Agile projects through their lifecycles to meet defined outcomes.
  • The PM will work closely with clients on status, risks, mitigation, and timing.
  • The incumbent should be senior enough to help advise and define the project outcomes with the client.
  • Familiarity with architecture, data and analytics packages, integration, reporting, and an ability to identify data and analytics or partner solutions to meet business problems.
  • This position will demand high standards and apply proven communication skills, interpersonal skills, problem-solving skills, and knowledge of best practices to guide his / her efforts to deliver high-quality results and plans that meet or exceed business requirements.
  • Some after-hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.
  • The Language of Work is English.

Job Deliverables

  • The following Project Management deliverables will be the responsibility of the candidate. Specific deliverables include, but are not limited to :
  • Deliver project phase initiation activities ( Phase Initiation Document, scope, team setup, Kick Off, etc.).
  • Perform detailed planning activities for each project ( development activities, schedule, etc.).
  • Provide project delivery and management for each project ( resources, risk, issue, change management, etc.).
  • Provide project monitoring and controlling activities ( status reports, change requests, risk & issue management, etc.).
  • Understand business challenges to design effective solutions that address users, processes, technology, and data needs of clients to achieve their desired outcomes.
  • Work with clients and internal teams to define and establish scope and requirements, create solutions, and develop an executable plan, including resource needs, timelines, and costs.
  • Utilize data and analytics knowledge and the associated business processes to deliver solutions which meet client's business objectives.
  • Design and conduct discovery sessions, document requirements / user stories, work with technical teams to determine scope, organize into sprints.
  • Create development-ready, scoped and approved user stories. Articulate clearly and unambiguously what needs to be accomplished with a clear definition of "done .

This may require coordination with multiple workstreams for more complex projects.

  • Manage scope, requirements, resources, time, cost, quality, risks, and communications for on-time, on-budget, high-quality project delivery.
  • Drive structure and content for Project Status meetings and Steering Committee meetings with key Client stakeholders, as well as for all Agile / Project ceremonies.
  • Report status and progress of assigned activities to SNB management.
  • Identify potential non-technical risks and anticipated points of resistance and develop specific plans to mitigate or address concerns.
  • Other roles, tasks, and duties as assigned.

Must Haves :

  • Years of IM / IT experience
  • Years of experience as a Project Manager
  • Years of experience in full lifecycle delivery
  • The project manager is required to be onsite.

Rated Criteria :

  • Demonstrated experience working with IT system development and support, including creating project management deliverables and preparing schedule and cost estimates using best practices and proven rules of thumb.
  • Demonstrated experience working with and leading cross-functional business and technical teams that include a mix of in-house and external resources and stakeholders.
  • Demonstrated experience working in or for the public sector in Canada.
  • Demonstrated experience in change management activities - developing a plan outlining how the project organizational change will be managed.
  • Demonstrated experience in cost estimating, resource planning, and project time management skills.
  • Demonstrate the application of the following skill sets decision-making and understanding of project management concepts.
  • Demonstrate knowledge of IT system concepts and how they impact business processes.
  • Current Project Management Professional (PMP), Certified Associate in Project Management (CAPM), PMI Agile Certified Practitioner (PMI-ACP), PRINCE designation or other industry-recognized project management accreditation.
  • Demonstrated experience required in all Microsoft Office applications with a minimum of years of experience in the majority of Microsoft products.
  • Demonstrated experience in full lifecycle delivery using Agile.
  • Experience applying data and analytics knowledge of key design principles, methodologies, tools, and high-level architectures.
  • Familiarity with data and analytics managed packages, integration and reporting, SQL Server Suite (SSIS, SSAS, SSRS), Tableau, PowerBI, and exposure to SAAS data management, reporting, and analytical tools.
  • Strong written and verbal communication skills in English with audiences from all levels
