Job Description
Assembles and analyses information and prepares recommendations regarding planning and development applications. Undertakes field examinations, does map and literature research, and prepares reports including recommended course of action.
Must have knowledge of planning issues in the County, understanding of the Planning Act, and have strong oral and written communication skills.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
1. Report preparation and / or provide comments on subdivision / condominium, County or local official plan amendment, or zoning bylaw applications, consent applications and related planning matters, including :
2. Determination of information required and completeness of application.
- Review of mapped and written information related to physical and land use characteristics and other planning matters.
- Where warranted, field examinations of subject sites and surrounding lands.
- Providing interpretation of County, provincial, and local municipal planning policy.
- Consultation with applicants, local municipalities, Ministries, other private and public agencies, County staff, and general public.
- Analysis of a wide variety of land use planning factors and determination of inter relationships.
- Preparing recommendations on appropriate planning decisions.
- Presentation of findings and recommendations to Committee of the Whole and / or County Council.
3. Preparing material for and acting as witness at Ontario Land Tribunal hearings, including :
- Organizing witness statements and exhibits.
- Consulting with lawyer to prepare case.
- Serving as witness to present information and to explain and interpret County policy.
4. Maintenance of Data Base and Filing System
- Entering status indicators and other relevant information in computerized database.
- Organizing and maintaining correspondence and reports in Department filing system.
- Advising of the status of planning applications.
- Advising of and interpreting County planning policies.
6. Prepares research and information documents on planning matters, including :
- Official Plan performance indicators.
- Official Plan follow up studies.
- Background documents for the preparation of County Official Plan amendments.
7. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.
8. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
- A bachelor’s degree in urban and regional planning or a related degree.
- Membership in the Ontario Professional Planners Institute (Full or Candidate).
- Knowledge of provincial legislation, policies, and regulations under the Planning Act and related legislation.
- Demonstrated ability to analyze the inter relationships of a wide variety of land use planning considerations in order to reach conclusions and make recommendations regarding a planning application.
- Demonstrated strong communications skills, interpersonal and written.
- Ability to interact effectively with personnel at all levels of the organization and with personnel at Ontario government agencies, other municipalities, and private development industry.
- Ability to work with minimal supervision and to use independent judgment where warranted.
- Demonstrated ability to work with Windows, word processing, spreadsheets, databases, and graphics.
- Able to handle confidential information discreetly.
- Class G Driver’s License in good standing and reliable vehicle to use on corporate business.
EXPERIENCE
Three (3) years recent related experience in municipal planning or related environment.
EFFORT
The work requires :
- Ability to weigh conflicting demands of applicants / landowners and their agents, provincial and municipal staff, and others within strict time lines.
- Ability to work with numerous interruptions in a busy office environment.
- Listening and mental attentiveness in dealing with contacts, political bodies.
- Concentration while preparing analysis and recommendations on complex planning matters, bodies, and serving as witness at Ontario Land Tribunal hearings.
WORKING CONDITIONS
The working conditions generally include :
- A normal office environment.
- Site visits in all seasons.
- Sitting for extended periods of time.
- Occasional stressful contact with applicants and others.
The position requires occasional attendance at meetings with municipal councils, public meetings, or developers outside of the normal office working hours of 0830 to 1630 hrs.
