Business Process Analyst

The Planning, Development & Real Estate Department is seeking a temporary full-time Business Process Analyst to support the City’s Development Approval Process (DAP) modernization program to join their team for approximately 2 years. The ideal candidate brings hands‑on experience in planning and development operations and a strong interest in improving municipal permitting workflows. Reporting to the Manager, DAP Process Modernization, this position plays a key role in improving urban development‑related processes, enhancing customer service, and supporting the rollout of a new permitting systems.
In this role, you will be responsible for documenting current and future‑state processes and working with subject matter experts to create and maintain internal and / or customer‑facing materials such as Standard Operating Procedures (SOPs), FAQs, manuals, job aids, and instructional content. You will support the implementation of a new permitting system by validating workflows and coordinating user acceptance testing, and contribute to the development / review of training materials which may include customer guides and website content. Occasionally, you may deliver training sessions to internal staff. Throughout rollout and implementation, you will gather feedback, collaborate with staff across departments, and ensure documentation remains accurate and up to date.
This position is well suited to a professional who excels at building relationships, facilitating conversations across diverse user groups, and translating complex technical and process information into clear, accessible language for both internal departments and external partners.
The ideal candidate will hold a diploma or degree in Business Administration, Public Administration, or a related field, such as Urban Planning, with at least three years of relevant experience as a business or user analyst, or in process improvement, system implementation, or public sector operations. You bring strong analytical, writing, and coordination skills, with the ability to work across technical and operational teams. Experience with permitting systems, municipal development processes, Lean or Six Sigma methods, and change management practices would be considered assets.
For temporary full‑time positions of eight (8) months or longer, a City employee who is successful on the posting will have the right to revert to their former position.
Salary : $46.07 to $54.44 (Pay Grade 26 - January 2024 rates)
Hours of Work : The City of North Vancouver currently works on a compressed work schedule of 8 : 30 am to 5 : 00 pm, Monday to Friday, with one scheduled day off (Monday or Friday) approximately every three‑week scheduling cycle.
