Duties

One (1) position to be filled within Portfolio Management Division located in Victoria (British-Columbia) and a pool to be created for future vacancies.

This position is responsible for overseeing the real property and environment activities, including facility and workplace service management at selected facilities.

The incumbent will lead client relationships in the region, providing key strategic advice, and integrating direction from senior management.

The position will have managerial responsibilities.

The Real Property and Environment Branch (RPEB) is a dynamic and forward-looking corporate services organization that aims to ensure that NRCan has optimal real property assets that enable the delivery of world class science programs while balancing sustainability and affordability.

To respond to the Horizontal Fixed Asset Review, RPEB has embarked on an ambitious change agenda that involves leading NRCan through significant real property transformation as well as modernizing business practices, processes and systems.

Intent of the process

A pool of (fully or partially qualified) candidates may be established through this process to staff with identical or similar positions within Natural Resources Canada with various tenures, various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and / or non-imperative) and profile(s) (BBB / BBB, CBC / CBC, CCC / CCC, etc.

EDUCATION

EXPERIENCE

  • Significant and recent
  • experience in at least three (3) categories of the real property domain, listed below :
  • Facility Management
  • Facility Operations
  • Facility Maintenance
  • Accommodations planning
  • Accommodations management
  • Real Property project management
  • Significant and recent
  • experience in managing and supervising a team of employees. This includes, but is not limited to establishing work objectives, managing HR issues and needs, labour relations issues, training, and development, evaluating performance and performance management.

Could also include managing employees in different locations.

  • Significant and recent experience* in financial forecasting, monitoring budget expenditures and providing strategic advice and recommendations to management.
  • Experience in providing strategic advice (reports, presentations, and briefing notes) to senior management within the real property domain, listed above.
  • Experience facilitating effective engagement and coordination among different stakeholders during a planning process.
  • Experience in implementing, and / or administering policy initiatives, programs, or projects related to real property domain, listed above.
  • Significant and recent is defined as depth and breadth of experience normally associated with the performance of those duties for a minimum of three years in the last ten years.

KNOWLEDGE

  • Knowledge of the legislation, regulations and policies of the federal government pertaining to real property management including Canada Labour Code, health and safety, and environmental requirements.
  • Knowledge of real property management trends and recent developments.

ASSET QUALIFICATIONS / EDUCATION

Graduation with a degree from a recognized university or college with acceptable specialization in a field relevant to the duties of the position such as business administration, commerce, urban planning, engineering, or architecture.

The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

The specialization may also be obtained through an acceptable combination of education, training and / or experience.

Certification or training from a recognized real property association such as IFMA, BOMA, AAIC, REIC, or other.

ASSET QUALIFICATIONS / EXPERIENCE :

  • Experience in developing Building Management Plans and commissioning supporting studies such as Building Condition Reports and Investigation and Analysis Reports.
  • Experience in real property analysis and asset benchmarking in support of broad portfolio management objectives.
  • Experience in life cycle management and / or real estate investment analysis (e.g. valuation, revenue forecasts, rate of return, asset benchmarking / performance measurement).
  • Experience in working at a science or research facility.
