Duties

As a Firearms Officer you will have the opportunity to assist in administering the Firearms Act Canada (the Act) under a designation of authority from the Chief Firearms Officer. Duties of this position include, but are not limited to :

  • Investigating, analyzing and making decisions to approve, refuse or revoke firearms licences and authorizations for individuals, businesses and non‑profit organizations. Decisions are based on eligibility under the Act and potential risk to public safety.
  • Accessing police, court and other secure information databases, conducting interviews with a variety of people (e.g. licence applicants, licence‑e family members / employers / etc., medical professionals, police, Crown and others) in order to undertake thorough investigations.
  • Coordinating and carrying out inspections of firearms businesses, shooting ranges and some private dwelling houses to ensure compliance with the Act and Regulations.
  • Planning and implementing outreaches to clients and stakeholder groups (e.g. remote or indigenous communities, other government departments, police, public interest groups) to educate and assist with compliance.
  • Preparing and submitting legal documents such as notices of refusal or revocation, court briefs, affidavits and disclosure materials. Most decisions to refuse or revoke licences or authorizations can be referred to a provincial court for a review of the decision.

Intent of the process

The immediate need is to staff Firearms Officer positions within the Chief Firearms Officer locations for Northwest Territories. A pool of candidates will be established and used to staff positions within the Canadian Firearms Program on an indeterminate or specified period (including term, acting, or assignment) basis, with an English essential linguistic profile and various RCMP security clearances. Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

POSITION UNDER REVIEW : Please note that the position is currently under classification review. The current classification of the positions is PM-03 - SP-PADM-03; however, as a result of a review, the position may be reclassified to a different group and level. Once the classification of the position is determined, we will have confirmation of the established group and level for this position. Should the classification not be completed upon completion of the process, we will proceed with indeterminate appointments of qualified candidates at the PM-03 - SP-PADM-03 group and level, and we will proceed with a reclassification of the employee afterwards.

INVENTORY : The inventory will be updated every 90 days. You will receive a notice in your applicant account 7 days before the end of your active period to confirm whether or not you wish to keep being considered for an additional 90 days. FREQUENTLY ASKED QUESTIONS CONCERNING THIS INVENTORY

  • What does "Registered in the inventory" mean? Once your application has been successfully submitted to the inventory, your status may be : "Date of disclosure of results : Listed in the inventory". This is an automatically generated message by the system and it means that your application is available to be considered. You will be contacted if you are to be further assessed (exam / interview).
  • My personal information has changed, what should I do? Simply update your information in the "Personal Information" section in the "My Job File" menu of your account. This will allow us to have your current contact information and ensure adequate follow‑up in the event that your application is considered as part of this inventory.
  • What is the retest period? The retest period for re‑assessment within the context of this inventory is one (1) year from the date of elimination from the process. Candidates who resubmit an application to this inventory process before the retest period has elapsed will not be considered.
  • OTHER INFORMATION : Candidates must meet all essential qualifications to be appointed to a position. This will be determined through the use of various evaluation tools. Candidates may be required to meet the asset qualifications depending on the requirements of the specific position being staffed. Depending on the number of applicants, volume management strategies such as, but not limited to, top‑down approach, cut‑off scores, random selection and / or assessment may be used for the purpose of managing applications / candidates. Should a volume management strategy be used, communication regarding the application of the strategy will be provided to those candidates who are impacted. Our means of communication with applicants is via e‑mail.     Conditions of employment

  • Enhanced Reliability Status security clearance. All applicants for positions within the Royal Canadian Mounted Police will be subject to a thorough security clearance process which includes an interview wherein questions may include (but not limited to), reference checks, previous employment, on‑line activities, credit checks, alcohol and / or drug use.
  • Must be willing and able to work in an environment that involves possible exposure to unsettling and graphic police files.
  • Must be willing and able to travel to and work in remote, rugged terrain, and other locations as required.
  • Must be willing and able to work overtime and variable hours as required.
  • Must handle firearms, as required, throughout their time in the position.
  • Must be able to lift and carry up to 25 kg (+55 pounds), as required, throughout their time in the position.
  • Must possess a valid driver’s licence.

  • Significant experience conducting complex investigations or inspections under a legislative, regulatory, policy or procedural framework.

  • Significant experience preparing correspondence that articulates detailed decisions or recommendations (notes to file, comments, checklists and emails do not qualify).
  • Experience using the Microsoft Office suite, including Outlook, Word, Excel and PowerPoint. Significant experience is defined as the depth and breadth of the experience acquired over a minimum period of two years associated with having performed a broad range of complex related activities.

    OCCUPATIONAL CERTIFICATION

    Successful completion of the Canadian Firearms Safety Course and the Canadian Restricted Firearms Safety Course. Note : Candidates do not need to have completed these courses to apply. They must, however, have successfully completed them prior to an offer of employment being made.

    ASSET EXPERIENCE

  • Experience handling, using or identifying firearms.
  • Experience in dealing with courts and court officials or providing court testimony.
  • OTHER LANGUAGES

    Fluency in an Indigenous, Asian, South Asian or Persian language or any language other than English or French.
