Introduction
Manitoba Emergency Services College is the education section of the Office of the Fire Commissioner. The College offers a full time program for persons interested in a career in the Emergency Services field.

Conditions of Employment :

- Must be Physically capable of performing the duties of the position which may include entering confined spaces, operating at heights and within a variance of ambient temperatures.
- Must be physically capable of wearing personal protective equipment, as required.
- Must be able to provide and maintain a satisfactory Criminal Record Check and Child Abuse Registry Check.
- Must possess and maintain a valid Manitoba class 4 driver’s licence, with the ability to obtain an air brake endorsement within 12 months of hire.
Qualifications : Essential :
Post Secondary Education in Adult Education or related field supplemented with related experience performing supervisory, policy or administrative work in a government setting.
An equivalent combination of related post-secondary education / training and experience may be considered.
- Experience developing, designing, delivering and evaluating training programs.
- Thorough knowledge of the statutes, regulation, codes and standards and accreditation / certification requirements for emergency services education, including the Fire and Emergency Response Act and the National Fire Prvention Standards (NFPA)
- Experience developing policies, operating guidelines and / or procedures.
- Experience in building, leading and motivating teams in a supervisory capacity.
- Strong interpersonal skills with the ability to establish and maintain cooperative working relationships with both internal and external stakeholders.
- Strong analytical and problem solving skills.
- Ability to work both independently and as part of a team with minimal supervision.
- Strong written communication skills for drafting correspondence, reports, policies, procedures and briefing notes.
- Strong verbal communication skills for making presentations, conducting training sessions and facilitating meetings.
- Strong organization skills with the ability to manage multiple or competing priorities with tight deadlines.
Desired :
- Certificate in Public Sector Management.
- Certification as Fire Officer II.
Duties : The Program Manager provides a full analysis of all proposed changes to provincial legislation and regulations related to training, education and research and reports on the potential impacts to Manitoba’s Emergency Services.
Also, manages the Manitoba Emergency Services College educational activities and relationships with clients, stakeholders and partners in areas of course / program research and development for the emergency services.
This is a middle-management level position that provides assistance and resources to meet objectives within the context of the vision and goals of the Department and Branch by providing planning, researching, evaluating, analyzing and policy support.
The Program Manager participates in program evaluation, review and in the interpretation and development of new legislation, regulations, policies and procedures, as well as manages the day to day functions of MESC staff and any administrative or policy staff assigned to the Branch.
