City of Richmond embraces continuous adoption of new technologies to sustain the long term growth of the organization. With rich experience in ERP system and a wealth of knowledge in financial operations, the Senior Financial Systems Analyst establishes the crucial connection between technologies and business areas to ensure the adopted technologies support the City’s strategic goals.
This role will be frequently consulted by subject matter experts and management teams from various business areas regarding the best practice and how to address the current gaps in their business and system processes. The Senior Financial Systems Analyst then takes the opportunity to engage the stakeholder in collaborating on the solution to meet the requirements from the business areas and also ensure the solutions also comply with the standards set by the City.
As the City’s ERP system supports a large number of business areas ranging from planning and development, community services, fire & community policing, licensing & permits to property tax & utilities, a good understanding of the complexity of system behaviors in a highly integrated system and the impact on the upstream and downstream is crucial for this role.
The Senior Financial Systems Analyst possesses good insights into the business operations and the technologies adopted across entire landscape in the City, she / he will act as a powerhouse to advocate the improvement of City’s technology platform to enhance operational efficiency and overall data quality and integrity by applying professional knowledge and ethics.
Examples of key responsibilities include, but are not limited to :
- As an ERP veteran and expert, you will be able to quickly narrow down root causes of day to day system incidents by applying your savvy system knowledge and working closely with user groups to ensure the smooth operations of the City’s ERP platform and integration interface.
- Continuous improvement is your second nature, you are keen and very capable of evaluating existing procedures for compliance during system incident investigations and coordinating with Subject Matter Experts to achieve a comprehensive, integrated approach in problem resolution.
- You are strong and stress-resistant and able to take on rush tasks when required especially when critical deadlines need to be met. Examples of the deadlines can be contract execution, Council reports, regulatory filings, budget cycles, period end closing and audit requirements, etc.
- With outstanding expertise you possess in both financial operations and technologies, you are able to solely represent Finance in city-wide system implementation and upgrade projects by bringing in broad knowledge and guidance on financial implications and business flow re-engineering. You are comfortable in analyzing various solutions and in making independent decisions on behalf of Finance during project committee meetings by :
Taking a lead on adoption of new technologies while maintaining coherent processes to meet the operational and financial standards set by the City and external regulatory bodies.
Enhancing quality of data feed and information shared across the City’s existing and future technology platforms to improve overall data quality and integrity.Take every opportunity to promote sustainable practices and enhance internal controls while engaged in existing system function improvement or future system road map design.Proactively review and identify data inconsistencies between systems and modules, promptly alerting potential risks in downstream usage of City’s data.Knowledge, Skills & Abilities :
Hands on knowledge and experience in leading financial operations in both financial reporting and financial planning / forecasting.Ability to apply Generally Accepted Accounting Principles (Public Sector Accounting Standards) to ensure the integrity of the financial data and future system design in City’s complex system environment.Expert level of system knowledge in supporting and developing key PeopleSoft modules (AP, AR, GL, Purchasing, Fixed Assets, Inventory, Project Costing and Budget).Strong research skills and ability to incorporate new knowledge / findings to critically assess next action steps and implications.Proactively work to prevent processing inaccuracies and failures to reduce repeated errors and outages with deadlines for monthly and yearly reporting cycles in mind.Ability to form strong business partnerships with all business areas supported by the this position.Passion and ability to transfer knowledge to user groups during incident investigation and conduct formal training sessions when required.Ability to successfully clear a Police Information Check (PIC) for the financial sector.Qualifications and Experience :
Related post-secondary degree, with preference for professional accounting designation from a recognized professional accounting program or an equivalent combination of education, training and experience.A minimum of eight years of combined experience in both leading financial operations and large ERP system implementation and day to day support.Exposure to Structured Query Language (SQL) and business intelligence software.Experience and knowledge in project management is a plusPrevious experience working in municipal government will be considered as an asset.A Bachelor's degree in Accounting, Commerce or Business Administration is desired.#J-18808-Ljbffr
