Duties

The primary purpose of the position involves the analysis of legislation, advice, research, verification of written documents and verbal information supporting the information contained in disclosures of wrongdoing and complaints of reprisal that fall within the mandate of the Office of the Public Sector Integrity Commissioner in accordance with the Public Servants Disclosure Protection Act.

One of the main responsibilities for this position will include the drafting of analysis and letters.

The Office of the Public Sector Integrity Commissioner of Canada (PSIC) is a small organization with an important mandate, and we are looking for talented and skilled individuals to join our team.

Specifically, PSIC provides public servants and members of the public with a process for receiving and investigating disclosures of wrongdoing in the federal public sector.

It reports founded cases of wrongdoing to Parliament and makes recommendations to chief executives on corrective measures.

PSIC also provides a mechanism for public servants and former public servants to make complaints of reprisals.

With the transition to a hybrid model, employees work on-site at least two days per week or 40% of their work week. An onsite day is not limited to a designated PSIC location, but may include a GC co-working site, a conference or business event, in-person training, stakeholder meetings, etc.

Intent of the process

A pool of qualified candidates will be established through this process and will be used to staff identical or similar positions with various security requirements and various tenures within the Office of the Public Sector Integrity Commissioner of Canada.

These positions may be staffed on an indeterminate (appointment or deployment) or temporary basis (term, acting, assignment or secondment).

EDUCATION :

Successful completion of two years of a post-secondary program with acceptable specialization in social science, statistics, library / archival work or a law-related field.

Part B Notes :

1. An indeterminate incumbent of a former SI position who became an EC on June 22, , who does not possess the minimum level of education as indicated in Part B above, is deemed to meet this minimum educational standard based on his / her education, training and / or experience.

He / she must be accepted as having met the minimum educational standard for appointment or deployment to Part B EC positions.

This note also applies to a person appointed or deployed for an indeterminate period to a Part B EC position after that date as the result of a staffing transaction started before June 22, .

2. At the manager's discretion, an acceptable combination of education, training and / or experience that is comparable to the minimum education stated above, may serve as an alternative.

Whenever the minimum educational standard is met through an alternative, it is met only for the position being staffed, and a candidate must be re-assessed for future appointments and deployments if the manager has asked for this alternative.

3. "Social science" includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, and other disciplines associated with social science.

Library / archival work" includes gallery and museum functions.

4. It is the recognized educational institution community college, CÉGEP or university) that determines whether the courses taken by a candidate correspond to two years of a post-secondary program at that institution.

EXPERIENCE :

E1 - Experience in researching, gathering, summarizing and analyzing information.

E2 - Experience in writing analytical reports or briefing notes.

E3 - Experience in leading discussions or meetings and interacting with senior management or with different clients or stakeholders.

E4 - Experience in analyzing and interpreting federal or provincial statutes.

E5 - Experience in providing recommendations to managers.

ASSET EDUCATION :

AEDU - Graduation with a degree from a recognized post-secondary institution in a filed related to the position.

ASSET EXPERIENCE :

AE1 - Capacity to manage interactions with different types of people and personalities to acquire relevant information.

ORGANIZATIONAL NEEDS :
