INSTRUCTIONS

Duties

This inventory is to fill positions that fall into the following two teams within the Transportation of Dangerous Goods Directorate (TDG) :

TDG Scientific Research Team :

We work with Canadian and international partners to meet our mandate : to plan, manage and deliver engineering and scientific research projects, with the objective of informing and contributing to the improvement of public safety during the transportation of dangerous goods.

Job title Engineering Research Officer : Duties include project management of research in the areas of : means of containment design, repair, selection and performance;

classification of dangerous goods and hazard characteristics; handling, sampling and testing dangerous goods; accidents, release scenarios and emergency response.

TDG Regulatory Frameworks & International Engagement Team :

We promote public safety in the transportation of dangerous goods by developing policies, standards and regulations that support innovation, economic growth and international harmonization.

Job Title : Dangerous Goods Transport Containers Engineer : Duties include reviewing Means of Containment (MOC) facility registration applications, assisting with MOC facility inspections, participating in the development of safety standards for MOC intended for the transportation of dangerous goods, and performing several other related tasks such as answering questions from internal and external stakeholders.

Work environment

The central office for the positions to be filled is located in Ottawa, Ontario. In a hybrid work model, the candidate will be expected to work from the office for a minimum of two days per week or eight days per four-week period, with additional days depending on operational needs.

A hybrid working model may also be possible from one of Transport Canada's regional offices*.

At the time of hiring, a work arrangement will be put in place, which may be modified over time based on various requirements or considerations such as operational requirements.

Intent of the process

The intent of this continuous recruitment inventory is to create and maintain a bank of candidates for current and future staffing needs within the Transportation of Dangerous Goods Directorate at Transport Canada.

As positions are available, a pull of candidates will be conducted and candidates who meet the qualifications may be contacted for further consideration.

The first pull will take place on March 13, *.

When a pull is conducted, a pool of qualified and / or partially qualified candidates may be established within Transport Canada and may be used to staff similar positions with various tenures, language requirements and security clearance levels.

EDUCATION

ED : Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, chemical engineering, or some other engineering specialty relevant to the duties of the position.

The term degree refers to a baccalaureate as established by educational authorities.

EXPERIENCE

EX1 : Significant professional work experience working in an engineering field.

EX2 : Professional work experience in analyzing and interpreting technical data for the purpose of writing and presenting technical reports.

EX3 : Experience working with multidisciplinary teams, stakeholders, government bodies, or clients, on collaborative projects.

Significant experience refers to at least two years of professional work experience.

Professional work experience means experience acquired outside of your education.

EDUCATION

AED : Graduation with a graduate diploma (masters or higher) from a recognized post-secondary institution in mechanical engineering, chemical engineering or in some other engineering specialty relevant to the duties of the position.

EXPERIENCE

AEX1 : Significant professional work experience in project planning and project management. Examples may include conducting gap analysis, project scoping, project planning, contracting, monitoring, reporting, project closure, and results dissemination.

AEX2 : Significant professional work experience in a research or technical environment, leading research or technical projects and undertaking research or technical analysis.

AEX3 : Recent experience in a research or technical environment related to, data science and analytics, containers for dangerous goods, or electrical energy storage systems.

AEX4 : Experience in establishing contractual agreements or arrangements (including the preparation of statements of work and evaluation or preparation of bids / proposals).

AEX5 : Experience using Microsoft Project, Azure DevOps, or other project management or agile software tools.

AEX6 : Experience in interpreting regulations or legislation in order to apply them in a practical way to ensure compliance.

Recent experience is defined as performing the task within the last five years.

OPERATIONAL REQUIREMENTS

OR1 : Willing and able to travel nationally and / or internationally including weekend travel and sometimes on short notice.

OR2 : Willing and able to work overtime occasionally and sometimes on short notice.

Your application will be kept in the inventory for 6 months. A notice will be posted in the "My Job File" menu of your account 30 days before your application expires.

If you do not take any action, your application will be deactivated and it will no longer be considered. In the event that your application expires during the effective period of this inventory, a notice will be posted in your account.

What is the retest period?

The retest period for re-assessment within the context of this inventory is one year from the date of elimination from the process.

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
