DEFINITION :
Under the direction of the Engineering Supervisor, this position concepts, plans, budgets and manages the successful delivery of Municipal capital projects.
EXAMPLES OF WORK PERFORMED :
1. Leads and assists in the development of project scopes, budgets, schedules and other planning.
2. Assists in the development of 5-year capital plans and corporate strategic planning.
3. Monitors expenditures against approved budgets and takes appropriate action to maintain a balanced project budgets.
4. Acts as the Contract Administrator on select projects.
5. Inspects capital project construction activities as required.
6. Leads and assists in communication, outreach, and engagement activities to keep internal and external stakeholders involved and informed on assigned projects.
7. Applies for applicable project grants and ensures all applicable grant requirements and reporting obligations are met.
8. Assists in the procurement of goods and services in accordance with the City's Purchasing Policy.
9. Ensures cost effectiveness related to capital spending.
10. Prepares clear and concise reports to management, senior administration and Council related to recommendations on options or approval of capital projects.
11. Attends internal and external meetings, acting as a City representative in a professional capacity; analyzes and advises on capital implementation processes; receives public and professional input; explains City policies; and prepares related summaries, reports and correspondence.
12. Liaises with third-party entities such as utility providers, Ministries, and regulatory authorities to seek and satisfy permit and reporting requirements.
13. Maintains meaningful relationships with stakeholders through regular reporting and communication using strong verbal, written, and presentation skills to support timely progress of projects.
14. Ensures compliance with established safety practices, and the health, safety and well-being of internal staff and external stakeholders associated with assigned projects.
15. Responds to public enquiries or complaints.
16. Provides functional guidance to Engineering Technologists (Tech I & II) and summer student's as required.
17. Performs other duties and special projects as assigned.
MINIMUM TRAINING AND EXPERIENCE :
1. Two-year technical school diploma in Civil Engineering Technology or a Bachelor's Degree in Engineering;
2. Minimum five years' related experience; municipal experience is an asset;
3. Ability to prepare, interpret and apply blueprints, drawings, specifications, standards and regulations;
4. Strong working knowledge of Engineering design principals and standards;
5. Ability to analyze complex situations and determine appropriate courses of action;
6. Knowledge of procurement practices and processes;
7. Ability to maintain clear, complete, and organized field notes, inspection reports, review
notes, and record drawings;
8. Proficiency with Microsoft Office (Excel, Power Point, Word);
9. Strong organizational skills, with the ability to independently prioritize tasks and assignments;
10. Ability to deal effectively with co-workers, contractors and the public in a professional manner;
11. Strong written and oral communication skills;
12. PMP or Certified MMCD Contract Administrator designation is considered an asset;
13. Valid Class 5 B.C. Driver's Licence;
