Manager, Finance and Administration Office of Vice Dean Indigenous Health

The Office of Vice Dean Indigenous Health (OVDIH) is a unit within the Dean’s Office at the College of Medicine whose social justice mission is to humbly walk alongside all people of SK and the College of Medicine towards equitable health, well-being, and belonging;

seeking truth and justice now and for the future generations. We build and challenge the capacity of the College of Medicine community to enhance the skills, attitudes, and education necessary to support the citizens of Saskatchewan so they can grow and thrive.

The office supports a coordinated approach to community engagement for priority projects of the college and works collaboratively across the college and provincial health system to ensure the high-level aspirations of the college and departments related to Indigenous Health, Equity, Diversity and Inclusion (EDI) and Social Accountability strategy are met.

The office also works closely with the new Department of Indigenous Health and Wellness (DIHW) to help set up and grow the department in a sustainable and good way.

Indigenous-led establishment of partnerships through respectful Indigenous community engagement protocols that reflect the diversity of the population, building access to networks of community partners, and determining respectful sustainable resource strategies, will be the distinctive work of the office and department.

As well, the office works with the DIHW and others internally and externally to uplift Indigenous concepts, methodologies, and pedagogies.

Primary Purpose : The Manager, Finance and Administration, Office of Vice Dean Indigenous Health, is accountable for providing management of financial and administrative functions of the office with major responsibilities for planning, budgeting, financial reporting, and human resource management.

The Manager will ensure operations are efficient and effective, that they harmonize with university operations. This position will be a key resource to the office in supporting the development of the new Department of Indigenous Health and Wellness (DIHW).

The Manager will have a responsibility to work in collaboration with the College of Medicine and any of the Partner organization’s financial teams.

The Manager will also play a lead role in the recruitment of staff, faculty and contracted resources within the OVDIH and DIHW, including developing contracts, job profiles, participating in the interview process and managing the onboarding process.

Nature of Work : Reporting to the Vice Dean Indigenous Health, the manager is a member of the Vice Dean’s Senior Leadership team and part of a collaborative, agile and cross-functional provincial team that works closely with the component staff in the Office of Vice Dean Indigenous Health and other staff in the Partner organizations.

The work of this position is complex and demanding, frequently involving sensitive and confidential information. The scope of the work is broad with significant institutional impact.

Accountabilities and Responsibilities :

  • Ensure that exposure to risk and liability is mitigated by ensuring compliance with relevant legislation, accounting standards, agreements, and university policies and procedures.
  • Provide strategic oversight and management of all budgeting, financial planning and analysis processes to support the unique financial circumstances of the Office Vice Dean Indigenous Health.
  • Provide strategic advice and recommendations to support financial decisions in the Office Vice Dean Indigenous Health, analyzing and understanding the impacts of these decisions, and advise on progressive strategies that align with the financial strategies and goals.
  • Provide valuable financial insight and timely financial reconciliation of accounts, processing of payments and invoices, and depositing of revenues and accurate reporting for all areas of responsibility.
  • Create and implement long and short term strategies to address the needs and responsibilities of the Office Vice Dean Indigenous Health.
  • Provide accurate and timely budget preparation, manage revenue and expenditures.
  • Administer trainee remuneration and related funding from various departments and supervisors.
  • Ensure awareness and adherence to collective bargaining agreements.
  • Prepare financial forecasts and financial reporting based on information provided by the Office Vice Dean Indigenous Health and Partner organizations.
  • Prepare annual reporting to College of Medicine financial operations.
  • Lead and administer recruitment and remuneration of Office Vice Dean Indigenous Health staff and faculty including developing job profiles, interacting with human resources, interviewing and the hiring process.
  • Lead the orientation, training, disciplinary action, and development activities with Office Vice Dean Indigenous Health staff to maintain a productive and effective team.
  • Anticipate future challenges, and proactively initiate and advocate for changes, based on experience and knowledge of education, and university education.
  • Collaborate with the staff of Office Vice Dean Indigenous Health and of Partner administrative and academic units to identify and implement the program management initiatives required to strategically meet the objectives of Office Vice Dean Indigenous Health.
  • Lead, advise, consult and make recommendations to the Vice Dean Indigenous Health related to all aspects of office management, including but not limited to : accountability of funding and human resources.
  • Serve as a key member of internal and external governance committees.
  • Provide and implement solutions that will improve financial procedures and processes within Office Vice Dean Indigenous Health.
  • Present and convey accurate information and data to ensure financially viable and sustainable decision-making and problem-solving.
  • Ensure effective internal controls are in place for financial transactions.
  • Research and analyze information and compile data for statistical reporting and provide guidance to the VDIH related to the Office Vice Dean Indigenous Health operations.
  • Develop a culture that facilitates Partner organization and Partner engagement and understanding of the programs and services undertaken by the Office Vice Dean Indigenous Health that contribute to the office’s mission and reflect the core values.
  • Effectively communicate university policies and procedures with respect to financial and administrative issues.
  • Represent the Office Vice Dean Indigenous Health on committees and strategy teams for high-level special programs and projects.
  • Advise the Office Vice Dean Indigenous Health staff on policy, new initiatives, and emerging challenges.
  • Manage the supervision of the office administrative functions.

Education : A relevant university degree, preferably in Commerce, Business, Accounting or related field. A professional accounting designation is considered a strong asset.

Experience :

  • A minimum of five (5) years’ experience in general accounting, financial management and budgeting, and financial planning and analysis and proven successful experience in a leadership role in a complex and diverse health care, university or organization of a similar size.
  • Experience working in a diverse and inclusive environment is required;
  • Demonstrated knowledge of accepted accounting rules, practices, and reporting requirements is required.
  • Direct knowledge and experience with University of Saskatchewan policies and procedures, including contracts, budgeting and accounting, payroll, payment services, UniFi, About-US, PAWS and Concur is an asset.
  • Experience in financial analysis, budget management, and contract management would be considered an asset.
  • An equivalent combination of education and related experience may be considered.
