Role Overview :
Reporting to the Manager, Trade Compliance, the Export Controls Specialist is responsible for ensuring the organization operates in full compliance with applicable Canadian and U.S. trade regulations. This includes monitoring, maintaining, and communicating policies and procedures, anticipating regulatory changes, and continuously improving tools, processes, and practices to support business operations. The role requires balancing legal requirements with practical business needs, providing creative solutions to complex export issues, and staying current with industry best practices.
Key Responsibilities :
- Review and process End-User statements, permits, and licenses for Canadian and foreign exports.
- Apply for re-export and retransfer authorizations for U.S.-origin products with the Department of State or Commerce.
- Collaborate with project teams to ensure all permits and licenses are in place throughout contract lifecycle, from early data release to final delivery.
- Manage export control platforms and related processes, including permit applications, reporting requirements, and advisory opinions, ensuring accuracy and compliance.
- Ensure compliance with U.S. ITAR / EAR regulations, the Canadian Controlled Goods Program (CGP), and Canadian Exports and Imports Permit Act (EIPA).
- Liaise with local and foreign government agencies regarding trade controls, maintaining tact and professionalism.
- Support other company locations in all export control activities.
- Review and track Technical Assistance Agreements, DSP-5s, and other export approvals, coordinating with project management to ensure compliance.
- Assist in developing and improving export control and security processes.
- Serve as Alternate Security Officer (ACSO) and Designated Official (DO) for Controlled Goods and Industrial Security programs.
- Manage access to controlled materials and segregated systems to prevent unauthorized access.
- Provide training on Canadian and U.S. export controls for employees.
- Report risks and compliance issues to management with recommendations for mitigation.
- Develop creative solutions to export challenges while ensuring business continuity.
- Support daily export and security activities, including jurisdiction and classification reviews, as assigned.
- Assist in compliance investigations as needed.
Qualifications and Requirements :
Minimum 2 years of experience in export controls.University or college degree in International Trade, Commerce, Law, or 2+ years of relevant experience.Strong knowledge of Canadian and U.S. export laws, including ITAR, EAR, CGP, and EIPA.Understanding of anti-corruption and due diligence policies and practices.Ability to work independently and collaboratively in a team-oriented environment.Excellent interpersonal and communication skills, capable of engaging all organizational levels and external stakeholders.Strong judgment and problem-solving skills for complex export compliance issues.Ability to manage deadlines, work under pressure, and adapt to changing requirements.Knowledge of space technology is an asset.Must obtain and maintain Secret-level security clearance and pass assessments under the Controlled Goods Program (CGP) and ITAR.
