Duties

Your focus as a Junior Emergency Response Advisor is improving your skills and your knowledge by undergoing a thorough developmental program.

What does Developmental’ mean?

Developmental Junior Emergency Response Advisors (CH-02) are provided with on-the-job training and learning opportunities to acquire technical knowledge, and develop critical skills and abilities so that, typically within 1 year, they may be promoted to Emergency Response Advisor (CH-03).

The developmental program will gradually expose you to the day-to-day operations of the emergency centre during regular business hours.

As you gain experience, you will spend time in the emergency centre under the supervision of an Emergency Response Advisor.

You will also perform project support related tasks, to get a good understanding of the type of work that CANUTEC accomplishes.

Regular exercises and evaluation will gauge your progress, culminating with a final evaluation to assess your skills as an Emergency Response Advisor.

Upon completion of the final evaluation, the intent is to appoint you as an Emergency Response Advisor. In this new position, you will be required to work unsupervised shifts (day, evening, overnight and weekends) on a rotational basis as CANUTEC services are offered 24 hours a day and 365 days per year.

When not scheduled in the emergency centre, Emergency Response Advisors work from home on various projects.

It is important to know that due to the requirement of doing shift work and travelling, you will have access to interesting benefits and premiums as well as different allowances as per the Applied Science & Patent Examination Collective Bargaining Agreement.

The successful candidate is a motivated, detail- oriented multi-tasker, who has a genuine passion for science, problem-solving and helping people.

They are someone who wants to invest in their career and are eager to learn. You will be trained to work on high profile and sensitive files affecting the national interests and requiring effective interpersonal skills.

Some files deal with sensitive matters such as death, suicide, and self-harm. You will need to be a fast thinker to ensure quality communication with a multitude of stakeholders such as :

  • First responders;
  • Public safety personnel;
  • Provincial spill reporting centers;
  • Transport Canada internal services;
  • Other government agencies;
  • Shippers, carriers, and importers of dangerous goods.

CANUTEC is part of the Transportation of Dangerous Goods directorate whose primary mandate is to promote public safety in the transportation of dangerous goods by all modes.

We are a national advisory service that operates an emergency centre remotely assisting first responders in managing dangerous goods incidents on a 24 / 7 basis.

CANUTEC offers a hybrid office-telework model :

  • Scheduled shifts are worked in the emergency centre located in downtown Ottawa, ON;
  • Other work days are designated telework days.

CANUTEC is a team composed of about 25 employees who report to one Director. The team is divided between the CANUTEC Registration team and the Emergency Response Advisors (CH-02 and CH-03).

All the Emergency Response Advisors report to two Managers, the Emergency Operations Centre Manager for their work in the emergency centre and the Research & Publishing Services Manager for their work on various projects.

One example of CANUTEC’s projects is the publication of the Emergency Response Guidebook, developed in collaboration with the US, Mexico and Argentina : emergency-response-guidebook.

At CANUTEC, we know that making the jump from a standard job in the scientific field to emergency management in government can be intimidating.

Therefore, we support scientists who heed the call of the emergency world with robust, hands-on training, alongside theorical training.

Intent of the process

The immediate intent of this inventory is to establish a pool of qualified candidates and staff therefrom as organizational needs arise.

A pool of qualified and partially qualified candidates may be established within Transport Canada in the National Capital Region and may be used to staff similar positions with various tenures as well as various linguistic requirements.

EDUCATION :

ED : Graduation with a degree* from a recognized post-secondary institution with specialization in chemistry.

NOTE :

Degree means a baccalaureate, as established by educational authorities.

The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

EXPERIENCES :

EX1 : Experience in scientific research or analysis of chemical and / or physical properties of chemical substances.

EX2 : Experience in writing technical documents

EX3 : Experience in presenting technical information

OPERATIONAL REQUIREMENT :

Must hold a valid driver’s license in the province of residence
