Job description

Overview

The Business Continuity Manager is responsible for developing, implementing, testing, and continuously improving the organization’s business continuity, emergency preparedness, and operational resilience programs. Reporting to the Senior Director of Business Continuity and Development, this role supports the
organization’s ability to prepare for, respond to, and recover from disruptions while maintaining safe, effective, and essential patient care services across home and community care, clinic, and office settings.

The role works collaboratively with operations and shared services departments, external partners, and subcontractors to ensure continuity of clinical care, staffing, communications, technology, procurement, transportation, subcontractor readiness, regulatory obligations, and service recovery during emergencies or unplanned events.

This is a Full-Time position based out of our Waterloo Corporate office.

  • This position offers a competitive compensation range. The salary range is $85,000 to $100,000, and placement within the range will be determined in accordance with company policies and procedures, as well as the candidate’s knowledge, skills, qualifications, and relevant experience.

What The Role Involves

  • Lead business impact analyses, hazard identification, risk assessments, and scenario planning in collaboration with branch leadership, operational teams, shared services, subcontractors, and external partners to identify critical dependencies, vulnerabilities, and continuity requirements.
  • Develop, maintain, and test business continuity, emergency response, escalation, downtime, recovery, and restoration plans while providing practical guidance, consultation, and support to operational leaders to strengthen organizational resilience.
  • Support organizational preparedness for disruptions including severe weather, infectious disease outbreaks or pandemics, cybersecurity incidents, system outages, utility failures, telecommunications disruptions, supply shortages, staffing shortages, labour disruptions, transportation challenges, facility closures, community emergencies, and natural disasters by engaging regularly with operational teams to understand local risks, vulnerabilities, resource constraints, and service delivery challenges.
  • Ensure compliance with Accreditation Required Safety Practices and lead review and update policies and procedures as required to meet or exceed expected standards, while maintaining positive working relationships with referrers, regulatory bodies, accreditation representatives, emergency management partners, and community organizations to support organizational readiness.
  • Coordinate emergency preparedness activities including tabletop exercises, drills, simulations, after action reviews, debriefs, and lessons learned processes, fostering a culture of preparedness through awareness, accountability, and active participation in continuity planning and improvement initiatives
  • In collaboration with shared services, develop communication plans tailored to patients, caregivers, staff, partners, funders, subcontractors, and other interest holders, ensuring interest holders receive timely, accurate, and actionable information during incidents, disruptions, exercises, and recovery activities.
  • Facilitate the development and maintenance of emergency governance structures including defined roles, responsibilities, decision-making authorities, escalation pathways, and coordinated response processes.
  • Support subcontractor onboarding and oversight in relation to business continuity and emergency planning, building effective partnerships by promoting shared understanding of preparedness expectations, continuity obligations, performance standards, and collaborative response responsibilities.
  • Coordinate readiness as part of staffing contingency plans, surge planning, large-scale transitions, and emergency response scenarios, serving as a key coordination resource and supporting leaders in managing operational disruptions through risk-based recommendations, decision-making support, and consistent application of established escalation and continuity processes.
  • Monitor compliance with business continuity, emergency preparedness, and contracted services policies, procedures, and regulatory expectations.
  • Provide reports, recommendations, and risk updates to leadership and/or the Compliance Committee regarding preparedness, response readiness, subcontractor performance risks, incidents, and improvement opportunities (. facilitate Event Debrief sessions and formulate Acter Action Reports)
  • Support continuous improvement of business continuity tools, templates, training, policies, subcontractor oversight processes, and program governance.
  • Other related duties and required or assigned.

What You Bring

  • Post-secondary education in emergency management, business continuity, healthcare administration, risk management, or a related field.
  • Certification or training in Incident Management System, Incident Command System, Certified Emergency Manager, Emergency Management Professional, or related emergency management training considered an asset.
  • 3 years of experience in healthcare emergency preparedness, business continuity planning, crisis management, surge planning, IPAC or pandemic response, cybersecurity incident coordination, extreme weather response, or health human resource contingency planning.
  • Experience working in home and community care, healthcare, or multi-site service delivery environments considered an asset.
  • Knowledge of business impact assessment, risk assessment, continuity strategy development, incident management, emergency operations, recovery planning, and subcontractor/service continuity risk management.
  • Experience with policy development, project planning, change management, training, exercises, audits, documentation review, and continuous improvement activities.
  • Experience working in unionized environments, supporting labour disruption planning, or coordinating staffing and subcontractor contingency plans considered an asset.
