Job description

POSITION SUMMARY

Reporting to the Manager, Enterprise Risk Management, the Business Continuity Advisor is responsible for the design, governance, and continuous improvement of the Commission’s Business Continuity Planning (BCP) function. He/She/They develops and maintains the BCP Framework and ensures alignment with organizational strategy, risk appetite, and regulatory obligations. The position sets performance metrics for BCP and leads the assessment of BCP maturity, reporting findings to Executive and the Board of Commissioners. The role works closely with a range of internal and external stakeholders to foster a culture of BCP awareness and continuous improvement, acting as a trusted strategic advisor to senior leadership. This position is hybrid and will require 4 days in office/1 day WFH for at least the first year.

CANDIDATE PROFILE

The successful candidate will have the following:

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in Risk Management, Business Administration, Public Administration, or related field.

  • Considerable experience in business continuity planning, risk management, compliance, or business resilience roles.

  • Or an equivalent combination of education, training, and experience acceptable to the employer

KNOWLEDGE, SKILLS AND ABILITIES:

  • Considerable knowledge of business continuity planning, business resilience, and the applicable standards, certifications, best practices, and methodologies.

  • Considerable knowledge of public-sector context and the relevant federal, provincial, and municipal codes, regulations, and practices related to business resilience and business continuity planning.

  • Sound knowledge of the methodology and practice of developing and maintaining Business Impact Analyses (BIAs) and Recovery Time Objectives (RTOs).

  • Sound knowledge and understanding of best practices in advancing strategic programs and policies in support of marginalized communities and a high level of cultural competency.

  • Ability to apply an intersectional approach to work analyses using a Gender-Based Analysis Plus (GBA+) tool and apply the principles of equity, diversity, inclusion, and belonging.

  • Ability to gain in-depth knowledge and understanding of BC Housing’s business resiliency requirements and operating context including its programs and services, strategic direction and mandate, legislative and regulatory requirements, organizational structure, policies, and procedures.

  • Ability to think strategically, analyze qualitative and quantitative information, exercise sound judgment, identify and manage risks, and develop practical, well‑reasoned recommendations.

  • Ability to plan and lead initiatives from concept to implementation, manage multiple priorities, meet deadlines, adapt to changing requirements, and proactively identify issues and improvement opportunities.

  • Ability to provide leadership and strategic advice, influence decision‑making, and guide appropriate courses of action with tact, discretion, and professionalism.

  • Ability to work effectively both independently and collaboratively within cross‑functional teams, contributing positively to a variety of team settings.

  • Ability to seek out, develop, and articulate innovative ideas and process improvements that enhance effectiveness, efficiency, and strategic outcomes.

  • Ability to prepare clear, well‑structured reports, dashboards, and presentations using best practices in formatting and visual design.

  • Excellent written, verbal, and presentation skills, including the ability to facilitate discussions, build consensus, resolve conflicts, and communicate complex information clearly to diverse audiences, including senior leadership.

  • Strong interpersonal skills and ability to establish credibility and high levels of rapport with staff, management, executives, and internal and external stakeholders.

  • Strong interpersonal skills with a high degree of self‑awareness, empathy, and emotional intelligence, with the ability to provide constructive feedback and collaborate.

  • Strong skills in Microsoft Office suite and collaborative and visualization tools such as Excel, PowerPoint, Power BI, Tableau, InDesign, and Mural.
