The City of Victoria is hiring an Electrical Engineer to help shape the future of our transportation network. In this high-impact role, you’ll provide technical leadership and mentorship to a team of professionals while leading complex infrastructure initiatives - from modernizing traffic signals and street lighting to supporting safer, more accessible streets through innovative design solutions.

Working cross-functionally with internal teams, consultants, and external partners, you’ll act as a trusted expert on design approaches, ensuring solutions are practical, forward-looking, and aligned with evolving city needs. You’ll work at the intersection of engineering, city-building, and sustainability, contributing to initiatives that support active transportation, transit priority, and complete street design. WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.

Position Summary

Reporting to the Manager of Transportation Operations, the Electrical Engineer provides leadership related to the City’s electrical engineering requirements for design and delivery of complex transportation projects and programs. The position is responsible for the management of the electrical design team which includes drafting, design, and engineering services. The position is also responsible for asset management, operations, capital projects and programs, planning and coordination activities related to the maintenance and service level upgrades of all street lighting, traffic signals and associated electrical infrastructure. Further, the position will work with external partners, internal and external stakeholders to develop and maintain strategies and relationships to achieve high profile objectives.

Major Accountabilities

Oversees designs for the installation, alteration, and operation of all city-owned electrical, street lighting and traffic control infrastructure

  • Prepares and reviews project designs, technical reports and specifications for internally constructed work.
  • Develops and presents recommendations for multi-year capital budgeting levels to maintain and improve transportation related assets.
  • Develops capital replacement programs and asset replacement strategies in consultation with public works/internal city staff.
  • Oversees electrical design and infrastructure requirements for the department’s rezoning and development review process.
  • Analyzes and assesses requirements and recommends optimal methods for mitigating risks and issues pertaining to electrical assets and asset management programs.
  • Leads internal audits and/or the procurement of specialized studies and develops strategies for remediation across multiple systems.
  • Responsible for full range of project dimensions that may include legal, property, public contact, and liaising with various levels of government, and other regulatory bodies.

Develop and manage the provision of the City’s electrical engineering requirements under the Professional Governance Act, including making recommendations and guiding implementation

  • Adopts and implements quality control processes and procedures and participates in sustaining the Quality Management System (QMS) through Quality Audits and business process improvements.
  • Establishes and implements technical specifications, standards and related work processes.
  • Continually monitors engineering processes and identifies opportunities to drive continuous improvement.
  • Reviews business processes related to quality management; proposes and implements improvements.
  • Provides recommendations for regulatory requirements.
  • Coordinates the design, preparation, and approval of engineering standards.

Acts as the “Engineer of Record” for internal design projects

  • Oversees the preparation, and approval of electrical designs and associated engineering standards.
  • Responsible for approvals as related to engineering requirements, adhering to both City and professional standards.
  • Provide expertise and apply best practice and knowledge on a wide range of design issues, including how to implement traffic signal, street lighting and communication

requirements for protected bike lanes, protected intersections, pedestrian-focused designs, transit priority, and ITS solutions

Leads a team of technical staff

  • Leads a team of technical staff to develop traffic signal and street lighting designs for transportation projects with a focus on asset management while implementing All Ages and Abilities (AAA) cycling facilities, pedestrian safety improvements and transit designs.
  • Responsible for hiring and managing team members, assigning work, authorizing absences, coaching, mentoring, training, development, and evaluating performance.

Project oversight

  • Responsible for leading project lifecycles for both small and large projects, including budget and overall project management.
  • Prepares and reviews project designs, technical reports and specifications for capital projects.
  • Prepares terms of reference for technical consulting services related to transportation
  • design, analysis, and construction; completes the tendering and selection processes.
  • Oversees contract administration and management of technical consultants retained to support the planning, design and analysis of electrical designs.

Represents the City by building strong working relationships through collaboration with City departments, other organizations, government agencies and the public including

  • Prepares and updates project schedules, technical materials, presentations and draft reports, providing recommendations and findings to senior staff.
  • Assists with the coordination of workshops and meetings.
  • Acts as the Subject Matter Expert (SME) to staff for advice and guidance on potential design approaches and challenges.
  • Represents the City in public engagement processes, including attendance at weekend and evening meetings and workshops.
  • Prepares and makes presentations to Council, Committees of the Whole, and advisory committees.

Qualifications

  • A Bachelor of Applied Science degree in electrical engineering
  • At least 4 years of related experience following professional registration with demonstrated success leading effective teams.
  • An equivalent combination of training and experience would be considered.
  • Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Professional Engineers and Geoscientists of British Columbia (EGBC).
  • Expertise in transportation design and asset management is considered an asset.

Knowledge, Skills and Abilities

  • Thorough knowledge of electrical engineering principles, standards, and specifications, as they relate to a municipal infrastructure environment.
  • Considerable knowledge of the methods and practices relative to electrical system design, maintenance, and installation with a specialization in traffic signals, street lighting, and communication systems.
  • Considerable knowledge of the principles and theory of electricity and electronics and their practical applications would be an asset.
  • Electrical distribution system knowledge and Fiber optics design and planning knowledge.
  • Working knowledge of Canadian Electrical Code, WSBC, MMCD and other industry standards and requirements pertaining to electrical systems and safety.
  • Proven contract administration and project management skills. Demonstrated ability to organize and prioritize a complex series of project components for large complex projects to meet multiple time-based deliverables requiring a high level of detail and accuracy.
  • Ability to resolve problems within established guidelines and procedures; ability to use judgment to determine which methods are applicable in any given situation.
  • Demonstrated ability to manage and lead a diverse team in a unionized environment
  • Excellent written and oral communication skills, including public speaking.
  • Sound knowledge and understanding of key concepts in quality management systems.
  • Familiarity with the Professional Governance Act/Engineers and Geoscientists BC. Regulation of Firms Permit to Practice, and Practice Guidelines relevant to the specific job duties.
  • Proven ability to collect, analyze and interpret statistical, technical and narrative data. Strong analytical skills and abilities to identify problems and recommend solutions.
  • Ability to supervise, coach and guide others while enhancing individual and team effectiveness. Ability to mentor and foster the development of junior engineering, technical staff and other direct reports as required.
