The Organization:

The Health Sciences Association of Alberta (HSAA) is a progressive union representing approximately 30,000 paramedical, professional, and technical members. Our staff are committed to delivering high-quality services to our members. HSAA is an equal opportunity employer. We celebrate diversity and are committed to creating an inclusive environment for all employees.

The Position:

Do you enjoy solving complex problems with research and data? Are you looking for an opportunity to support collective bargaining and organizational strategy? If so, HSAA is seeking a Research & Policy Analyst to join our Health Economics team.

Reporting to the Senior Manager, Health Economics, you will conduct workforce, labour market, compensation, and health system research that supports collective bargaining, organizational planning, advocacy, and evidence-based decision-making. Working closely with Labour Relations Officers, bargaining teams, and leadership, you will provide research and analysis that informs bargaining strategies and organizational priorities.

Key responsibilities include but not limited to:

  • Conduct workforce, labour market, compensation, and health system research to support collective bargaining and organizational priorities.
  • Analyze data and identify trends to provide evidence-based insights and recommendations.
  • Monitor legislative, economic, labour market, and health system developments that may affect HSAA members and bargaining priorities.
  • Prepare reports, briefing materials, costing analyses, and presentations to support bargaining and organizational decision-making.
  • Collaborate with internal and external partners to gather information and maintain research resources that support organizational priorities.

What You Bring:

You are a curious and analytical professional who enjoys solving complex problems, interpreting data, and turning research into practical insights. You communicate complex information clearly, exercise sound judgment when working with confidential information, and thrive in collaborative environments where your work supports collective bargaining and organizational decision-making.

Qualifications, Knowledge and Skills:

  • Bachelor's degree in Economics, Health Policy, Public Policy, Political Science, Labour Relations, Statistics, Business, or a related discipline. A Master's degree is considered an asset.
  • Minimum five (5) to seven (7) years of experience in research, policy analysis, labour market analysis, economics, health-care analytics, workforce planning, or a related field.
  • Experience supporting collective bargaining through compensation analysis, labour market research, or comparative research is considered a strong asset.
  • Knowledge of research methodologies, labour markets, compensation, workforce trends, public policy, and collective bargaining.
  • Demonstrated analytical skills, including the ability to interpret quantitative and qualitative information, identify trends, and develop practical recommendations.
  • Excellent written and verbal communication skills, including experience preparing reports, briefing notes, presentations, and research summaries.
  • Advanced proficiency with Microsoft Office, particularly Excel, Word, and PowerPoint. Experience with data visualization, survey platforms, or statistical software is considered an asset.
  • Valid driver's licence and access to a reliable vehicle for occasional travel within Alberta.

Your Core Competencies:

  • Creative Problem Solving. You assess problems in new ways to achieve outcomes and solutions.
  • Drive for Results. You maximize resources to achieve organization goals while maintaining accountability to each other and stakeholders.
  • Systems Thinking: You understand broad perspectives, set goals to meet long-term outcomes, and help others to see their role in achieving results.
  • Develop Self and Others: You are committed to learning and understanding the strategic importance of ongoing team development.
  • Agility. You anticipate and adapt to changing priorities and environments. You are resilient in times of uncertainty.
  • Develop Networks. You build connections and trust in relationships.
  • Build Collaboration. You lead and contribute to conditions that support teamwork, collaboration, consistency and excellence.

What We Offer:

  • Competitive Compensation: Between $60.10 and $80.45
  • Top Benefits: 100% employer paid benefits, flex spending account, and pension plan.
  • Work-Life Balance: 35-hour work week. Ability to flex schedule.
  • Learning & Development: Internal and external training support.

We're committed to building a safe and qualified team. As part of our hiring process, the successful candidate will be asked to provide verification of relevant educational credentials (certificates and/or diplomas, as applicable), a satisfactory driver's abstract for roles that involve travel or driving, and consent to a criminal record check. These requirements will be discussed in more detail during the selection process.

We thank all applicants for their interest. Only individuals selected for interviews will be contacted.
