Senior IT Asset Management Program Lead

Position Summary

The Senior IT Asset Management Program Lead will design, develop, implement, govern, and continuously improve a mature ITAM program across the full asset lifecycle.

This is a senior, governance-focused role — not a coordinator-level position. The successful candidate must be able to assess current-state gaps, develop future-state processes, strengthen governance, and drive measurable program maturity.

Key Responsibilities

ITAM Governance & Program Maturity

• Design, develop, implement, and continuously improve ITAM governance frameworks
• Create and maintain policies, processes, procedures, standards, and operating controls
• Develop governance guardrails covering request intake, approval checkpoints, lifecycle ownership, procurement review, renewal oversight, unauthorized technology prevention, and compliance monitoring
• Identify ITAM process gaps and recommend improvements
• Operationalize ITAM best practices aligned with IAITAM principles

Hardware Asset Management

• Lead and improve HAM processes across the full asset lifecycle
• Develop HAM strategies, policies, and standard operating procedures
• Support lifecycle activities: acquisition, deployment, inventory tracking, reservations, refresh planning, offboarding, RMA, disposal, and retirement
• Ensure hardware asset records are accurate, complete, and maintained
• Support physical asset audits and remediation of data gaps

Software Asset Management

• Lead and improve SAM governance and operations
• Develop SAM strategies, policies, and standard operating procedures
• Support software lifecycle activities: license reconciliation, entitlement validation, harvesting, reclamation, redeployment, true-ups, retirement, and audit readiness
• Identify unused, underused, or unauthorized software and recommend spend reduction opportunities
• Ensure compliance with license agreements, product use rights, and vendor requirements

ServiceNow ITAM Operations

• Support and improve ITAM operations within ServiceNow, including HAM, SAM, Hardware Asset Workspace, CMDB, Service Catalog, asset lifecycle workflows, requests, offboarding, automation, and reporting
• Improve asset visibility, workflow efficiency, and data accuracy
• Document and improve processes tied to ServiceNow ITAM workflows

Compliance, Controls & Audit Readiness

• Develop and maintain ITAM compliance practices and controls
• Support audit readiness across hardware, software, contracts, warranties, and maintenance agreements
• Conduct or support internal audits covering physical assets, software licenses, contract compliance, inventory accuracy, and vendor records
• Monitor unauthorized software and unmanaged technology usage
• Identify and remediate asset, licensing, and compliance gaps

Procurement, Vendor & Contract Management

• Support end-to-end procurement activities for IT assets, software, and services
• Assist with purchasing strategies and procurement documentation (sole-source docs, tenders, RFPs, RFQs, renewals)
• Track and manage vendor contracts, maintenance agreements, subscription agreements, and renewals
• Establish and monitor vendor KPIs and SLAs; elevate performance issues as needed
• Partner with Procurement, Finance, Legal, IT, and business stakeholders to ensure compliance

Financial Management & Reporting

• Develop and maintain financial management processes for ITAM
• Support reporting on budgeting, forecasting, capital management, TCAA, total cost of ownership, lifecycle costs, and cost optimization
• Compile, analyze, and present asset, financial, compliance, and vendor data to stakeholders

Stakeholder Engagement & Leadership

• Act as senior subject matter expert across ITAM governance, HAM, SAM, procurement, compliance, and lifecycle operations
• Partner with cross-functional stakeholders including IT, Finance, Procurement, Legal, vendors, and senior leadership
• Facilitate discussions, present recommendations, and influence process improvements
• Provide guidance on ITAM best practices, governance expectations, and operational standards

Required Qualifications

Education

Bachelor's degree in Information Systems Management, Supply Chain Management, Business Administration, or equivalent combination of education and experience.

Experience

• Senior-level experience designing, implementing, and improving IT Asset Management programs
• Strong hands-on experience with Hardware Asset Management and Software Asset Management
• Demonstrated experience developing and operationalizing ITAM governance frameworks, policies, procedures, and controls
• Experience improving ITAM maturity in a complex or enterprise environment
• Strong knowledge of the full ITAM lifecycle from acquisition through retirement
• Experience with ITAM compliance, audit readiness, license reconciliation, entitlement validation, and contract compliance
• Experience with ServiceNow ITAM (HAM, SAM, CMDB, asset lifecycle workflows, reporting)
• Strong knowledge of software licensing, product use rights, vendor audits, true-ups, harvesting, reclamation, and optimization
• Experience with procurement, vendor management, RFPs, RFQs, tenders, sole-source documentation, renewals, SLAs, KPIs, and vendor performance tracking
• Working knowledge of financial reporting, budgeting, forecasting, capital asset management, TCAA reporting, and total cost of ownership
• Strong written communication skills — process documentation, governance materials, reports, and procurement documentation
• Strong presentation, facilitation, and stakeholder management skills

Preferred Certifications

• ITIL v4
• Certified Hardware Asset Management Professional (CHAMP)
• Certified Software Asset Manager (CSAM)
• Certified IT Asset Manager (CITAM)
• SAM accreditation or equivalent ITAM/SAM certification

Nice to Have

• Public sector, government, municipal, policing, or broader public sector ITAM experience
• Experience with IBM Maximo EAM, Microsoft SCCM, Microsoft Endpoint Manager / Intune, or WorkspaceONE
• Knowledge of CMDB, SACM, CSDM, and ITOM concepts
• Experience supporting ITAM transformation, maturity assessments, governance remediation, or new ITAM control implementation
