Job description

Position Summary

This position performs a variety of technical duties in support of the City of Regina’s Source Control Program. These duties include monitoring premises and sites for compliance with the Wastewater and Stormwater Bylaw and promoting education in Best Management Practices for wastewater pre-treatment systems. This position typically reports to a Coordinator.

Key Duties & Responsibilities

  • Assist in inspections of wastewater pre-treatment devices, review records and monitor operations of various premises and sites in the City of Regina for compliance with the City’s related bylaws.
  • Determine infractions and respond to Fat, Oil, Grease and Grit discharges that compromise the environment and the City’s infrastructure.
  • Promote and provide education to business owners on best management practices encompassing the proper requirements for the disposal of fats, oils and grease and other contaminants that could enter the sewer systems.
  • Comply with all regulations, policies and procedures for effective and safe program operation.
  • Inspect, investigate and interpret various bylaws and apply the processes for progressive bylaw enforcement in a respectful manner through the promotion of voluntary compliance and excellent customer service.
  • Monitor, identify and evaluate infrastructure assets and services for operational performance, community safety and compliance with corporate policies and procedures, and appropriately document and communicate findings.
  • Operate closed circuit TV inspection equipment (video and recording systems), keeping digital records and inputting condition assessments of sewer piping infrastructure.
  • Interpret and communicate specifications, drawings, diagrams, manuals, work orders and city policies and standards.
  • Communicate effectively, diffuse hostility, determine personal and public risk and take appropriate action.
  • Maintain professional working relationships with fellow workers, supervisors, general public, contractors, vendors and various business owners.
  • Provide and maintain written and electronic reports/documentation and record keeping as required.
  • Follow all rules and regulations as set out in the Provincial Occupational Health and Safety Act, City of Regina Occupational Health and Safety Manual and National Safety Code.
  • Perform related work as required.

Key Qualifications

  • Grade Twelve (12) or General Education Development (GED) equivalency.
  • Typically, the knowledge, skills and abilities required for this position are obtained through a minimum of two (2) years experience as a semi-skilled labourer or acting skilled labourer in sewer and drainage operations.
  • Level two (2) Operator Certification, as identified under the Saskatchewan Water and Wastewater Works Operator Certification Standards in the category relevant to their operating area.
  • Demonstrated ability to listen, understand and respond to public and internal inquiries/concerns both verbally and in written form, in an acceptable, sensitive, positive and respectful manner.
  • Demonstrated knowledge, ability and experience in the cleaning, maintenance, operation and inspection of surface drainage infrastructure, sewer mains, sewer connections, lift stations and other sewer assets.
  • Demonstrated skills to establish and maintain effective working relationships and a respectful work environment with superiors, subordinates, co-workers, business owners, contractors, vendors and the general public.
  • Sound knowledge of the techniques used by industry in the operation, maintenance and repair of sewers.
  • Demonstrated ability to listen, understand and respond to public and internal inquiries/concerns in an acceptable and respectful manner.
  • Demonstrated ability to work effectively with minimal supervision while following both verbal and written instructions.
  • Demonstrated ability to perform heavy work of a physical nature on a daily basis over sustained periods and inclement conditions. Good eyesight and manual dexterity are an asset.
  • Ability to train other employees as required.
  • Ability to take courses and training as provided by the City of Regina to improve employee’s abilities and move towards operating equipment or supervision as required.

Working/Other Conditions

  • This work is performed in an environment that involves conducting inspections in kitchens and buildings, and other businesses that contain dust, dirt, unknown hazards, chemicals, harsh odours, grease/oil pollution, fumes and extremely hot surfaces.
  • The Inspector may be exposed to verbal and/or physical abuse from external contacts.
  • Must possess a valid Class 5 Licence, willing to upgrade to a Class 1 Licence.
  • Must be able to work in and enter into very tight confined and restricted spaces such as manholes, catch basins, crawl spaces, closets, etc.
  • Must be able and willing to obtain the necessary permits and certifications to operate sewer and drainage operation equipment within 90 days.
  • Must be able and willing to perform work of a physical nature in field environments and inclement conditions.
  • Must be physically fit to perform the duties and responsibilities of the position and have the ability to lift and carry weights up to 50lbs on a daily basis.
  • Must have or be willing to obtain training/certification in Confined Space Entry including Fall Arrest, WHMIS, First Aid/CPR and Customer Service Training.
  • May be required to work shift work and/or irregular hours.
  • May be requested to respond to callouts and emergencies as required.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
