Job Title: Staff Representative – Negotiations (SR2)

Location: 4911 Canada Way, Burnaby, BC V5G 3W3

Job Summary:

Reporting to the Director and Associate Director of Negotiations, the Staff Representative will play a pivotal role in developing and implementing collective agreements and strategies for various bargaining units, councils and bargaining associations. This position involves negotiating contracts, reviewing contract administration issues, acting in a lead role in sectors, and representing the union at formal hearings and mediations. This role requires strong experience in collective bargaining, interpersonal skills, and working with activists and officers.

Key Responsibilities:

Collective Agreement Negotiation & Strategy

• Develop proposals and strategies for collective agreements in collaboration with bargaining units.
• Assist in the election of committees, surveying of bargaining unit employees, and the development of bargaining proposals.
• Negotiate agreements for single and multiple units, including with other unions in bargaining associations, as well as negotiate first collective agreements.
• Lead the ratification and participate in mediation to resolve disputes.
• Manage multiple bargaining and sectoral assignments at the same time.

Contract Administration

• Manage contract administration and address issues within bargaining units.
• Participate in arbitration to resolve contract violations.
• Draft contract language, analyze proposals, and ensure timely production of agreements.

Strike Support & Management

• Coordinate strike activities, providing logistical and operational support including establishing and leading strike coordination committees.
• Represent the union at the Labour Relations Board during strike-related matters.
• Coordinate with other departments and area offices regarding essential services.
• Ensure effective communication with members during strike actions.

Collaboration & Communication

• Collaborate with elected representatives, members, and employers to resolve issues.
• Maintain clear and timely communications to members and the greater union regarding bargaining activities.
• Support staff in other departments in relation to sectoral assignments.

Sectoral Leadership and Strategy

• Develop and manage overall strategy as it relates to collective bargaining for sectors with multiple unions, regions, or employers.
• Work with staff in other departments to implement strategy and issues management.
• Develop and manage relationships with employers and their representatives in specific sectors along with representatives from other unions.

Education & Relevant Experience:

• Experience in negotiating collective agreements and administering contract language.
• Experience working with activists, officers, and other staff in resolving complex problems.
• Proven ability to work with employer representatives, employer association representatives, mediators, and arbitrators.
• Knowledge of PSEC guidelines and experience working with both non-profit and for-profit agencies, as well as an understanding of public sector funding and delivery mechanisms.

Knowledge, Skills, & Abilities:

• Demonstrated ability to work collaboratively with other staff and elected members, maintaining strong working relationships.
• Strong organizational skills with the ability to manage a high volume of correspondence and communications.
• In-depth knowledge of contract language, collective bargaining, and the operation of collective agreements.
• Excellent written and verbal communication skills, including the ability to draft and analyze contract proposals and arbitration awards.
• Ability to work independently and manage multiple tasks effectively under tight deadlines.

SALARY RANGE:

Bi-Weekly: $2,798.43 – $5,430.91

Annually: $73,009.08 – $141,688.64

Travel is required; therefore, applicants must hold a valid B.C. Drivers Licence.
