Job description

Reporting to the Director, Emergency Management & Resilience in the Operations and Resilience portfolio, the Safety and Environmental Safety Officer (SEO) is responsible for developing, implementing and administering the University’s environmental health and safety program, including the procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, and biological hazards or ergonomic factors. The SEO advises, supports and provides services to leaders and managers throughout the University to ensure they are compliant under the Occupational Health and Safety Act, and supporting regulations. The SEO is responsible for demonstrating leadership and organizational commitment to achieving optimal management and the reduction of hazards and exposures that are detrimental to people and/or property on campus.

The SEO works closely with the Associate Director, Employee and Labour Relations, within the People and Culture department, to develop and implement occupational health and safety policies, and assists People and Culture in coordinating the Royal Roads occupational health, safety, and wellness program to ensure Royal Roads is compliant with the various legislative requirements.

University policy, government regulations, institutional precedents, professional standards and accepted practices govern independent action; as such, the SEO:

  • works independently, planning and arranging own tasks as direction is infrequently provided by supervisor;
  • must be able to apply standard policy or procedure to routine problems or duties without benefit of specific guidelines;
  • determines actions to be taken without immediate direction of supervisor in all but unusual cases;
  • creates new procedures for resolving non-routine matters with a high to moderate potential to generate conflict. The SEO
  • routinely interacts with students, employees, contractors, administrators, and regulatory agencies and serves as an internal consultant to all levels of the University on matters of environmental safety.
Job Requirements
  • A relevant undergraduate degree in health, safety and environment or related field with a minimum of five years’ experience in occupational health and safety.
  • Professional designation in health and safety, including Certified Registered Safety Professional (CRSP) certification and/or equivalent.
  • Extensive ongoing professional development is required to maintain this competency.
  • A proven ability to work cooperatively with diverse teams and organizational stakeholders, in a dynamic and often ambiguous work environment while progressing towards the achievement of program and organizational goals.
  • Leadership experience including effective oversight of external consultants and/or temporary staff, or virtual teams created to advance and coordinate with RRU’s enterprise safety objectives.
  • The ability to assess priorities and operational and tactical requirements, with a capacity to link change and new ideas to practical successes.
  • Capacity to manage a fast-paced and demanding workload, demonstrated ability to perform a wide range of activities, applying both technical proficiency and adaptation skills.
  • Well-developed, effective communication and interpersonal skills. Proven ability to liaise with customers and stakeholders (internal and external), managing issues of a sensitive nature and resolving conflicts in a professional manner.
  • Understanding of conflict management, dispute resolution and interest-based negotiation particularly as related to conflicting priorities.
  • Accomplished writing skills demonstrated ability to gather and synthesize information in a comprehensive fashion and prepare concise and clear communications in a variety of written formats.
  • Demonstrated appreciation for the management of risk and specifically places value on the importance of tact and discretion in the work place related to responsibilities in support of the goals and objectives of the operations and resilience portfolio.
  • A high-level of personal motivation, engagement, and resilience, combined with an ability to think critically, “connect the dots”, manage multiple and shifting priorities with an unwavering dedication to quality.
  • Advanced proficiency in the use of a wide range of MS Office software. Willingness and aptitude to integrate emerging technology solutions on a routine basis.
  • A sense of diversity and intercultural awareness and professional experience gained in an international and intergenerational workplace would be an asset given the global nature of the University’s diverse stakeholder group.

Additional assets will include:

  • OHS industrial hygienist.
  • Sound knowledge of the BC post-secondary system and more specifically, RRU’s mission, vision, business strategy and current program offerings.
  • The commitment to and interest in managing a broad array of duties spanning from repetitive, routine tasks to complex matters.
  • A Microsoft Excel “super user”.
Additional Information This posting will remain open until filled. This is a regular, full-time position working 37.5 hours per week. This position has been evaluated at MPT-C with a salary range of $78,723 (minimum) to $92,515 (midpoint) to $106,305 (maximum) per annum. Employment offers will normally be made between the minimum and midpoint of the range and are determined by knowledge, experience and internal equity.
