RÉSUMÉ GÉNÉRAL
La personne protège la marque en fournissant une expertise nécessaire et opportune en sûreté aérienne à FedEx Express Canada en coordonnant les politiques et procédures de sécurité pour assurer la conformité réglementaire avec Transports Canada (TC) et d’autres organismes de réglementation, y compris la Transportation Security Administration (TSA). Elle enquête sur les incidents de sûreté aérienne ; non-conformité réglementaire, effectue des évaluations des risques, dispense une formation en sûreté aérienne et coordonne avec les forces de l’ordre et autres organismes gouvernementaux. Elle identifie et atténue les menaces potentielles en matière de sûreté aérienne et assure la conformité avec toutes les directives applicables liées à la sûreté aérienne. GENERAL SUMMARY
Protects the brand by providing necessary and timely aviation security expertise to FedEx Express Canada by coordinating security policies and procedures to ensure regulatory compliance with Transport Canada (TC) and other regulatory bodies including the Transportation Security Administration (TSA). Investigates aviation security incidents; regulatory non-compliance, conducts risk assessments, delivers aviation security training, and coordinates with law enforcement and other government agencies. Identifies and mitigates potential aviation security threats and ensures compliance with all applicable directives related to aviation security. Designs, develops and applies preventative measures to reduce non-compliance, protect employees, customers, and the company, resulting in positive regulatory adherence and mitigation of internal and external threats to the FedEx air network.

Effectuer des audits de sécurité complets, des évaluations d’installations aéroportuaires et des auto-inspections réglementaires dans les installations. Coordonner et gérer les inspections réglementaires menées par Transports Canada ou d’autres organismes de réglementation. Fournir des rapports et assurer la mise en œuvre du plan d’action correctif concernant les non-conformités identifiées liées à l’équipement, à la formation et au mouvement des marchandises.

Développer et maintenir la conformité des installations AvSec et fournir des rapports complets. Effectuer des visites régulières sur site et dans les installations pour auditer les performances des équipes de contrôle, enquêter sur les non-conformités de contrôle, réaliser des analyses des causes profondes et mettre en place un plan d’action correctif. Agir en tant que point de contact régional pour toutes les questions liées à la sûreté de l’aviation. Coordonner avec les fournisseurs sur site, y compris, mais sans s’y limiter, les équipes de chiens de détection d’explosifs et l’équipement de contrôle.

Fournir des conseils et des solutions en matière de sécurité à la gestion des opérations et aux opérations de soutien, en se basant sur les règlements de sécurité d’entreprise applicables, les programmes de l’industrie, les exigences législatives nationales et les règlements internes. Assurer que la conformité réglementaire a un impact minimal ou nul sur les opérations et l’intérêt commercial global.

Effectuer une formation sur la sûreté aérienne conformément aux exigences de TC et de la TSA, incluant, mais sans s’y limiter, la Formation du représentant cargo autorisé. Maintenir les connaissances des politiques de l’entreprise, des programmes de l’industrie, des lois nationales et des règlements internes liés à la sécurité de l’aviation.

Fournir un soutien de seconde ligne en sécurisant les envois dans l’installation et en interceptant les colis.

CONNAISSANCES, COMPÉTENCES ET APTITUDES

Diplôme universitaire de premier cycle ou l’équivalent

Expérience dans le domaine de la réglementation ou de la sûreté ou l’équivalent — 5 ans.

L’expérience dans le contrôle des marchandises est préférée.

Principes de gestion de projet équivalents à ceux du QDM Praticien préférés

Doit être en mesure de réussir la formation de contrôle des marchandises fournie par Fedex dans les 30 premiers jours d’emploi (uniquement applicable si le candidat n’a pas d’expérience préalable dans le contrôle des marchandises)

Doit être en mesure d’obtenir une Carte d’identité de zone restreinte (RAIC)

Doit être en mesure de travailler autour des chiens de patrouille.

Connaissances des systèmes de sécurité (par exemple, vidéosurveillance, alarmes, contrôle d’accès) requises

Capacité à dépanner et à trouver des solutions pour les problèmes imprévus qui surviennent

Solides compétences en relations humaines et en négociation

Solides compétences en gestion du temps, en organisation et en planification

Haut degré d’intégrité

Capacité à prendre de bonnes décisions tout en respectant les directives de sécurité/la réglementation gouvernementale

Doit être en mesure de travailler l’après-midi/les soirs/les week-ends.

Doit être en mesure de voyager dans la zone de travail immédiate de façon régulière.

Doit être prêt à voyager à hauteur de 30 à 50 %

Voyages minimum requis de 30 %.

Capacité à réussir toutes les formations de base et de recyclage.

Dans la province de Québec, doit être bilingue (anglais et français).

Complete security audits, ramp assessment, regulatory self-inspections at facilities. Evaluate site to ensure regulatory compliance, adherence and application of company policies. Develops reports to address areas of improvement, provide corrective action plan for risk mitigation.

Coordinate and handle regulated inspections from Transport Canda or other governing bodies. Provide reports and ensure the implementation of the corrective action plan for the identified non-compliance related to equipment, training, and cargo movement.

Develops and maintains AvSec facility adherence and provides comprehensive reports. Conduct regular site and facility visits to audit performance of screening teams, investigate screening non-compliance, conduct root cause analysis and implement corrective action plan. Function as the regional point of contact for all matters related to Aviation Security. Coordinate with onsite vendor including but not limited to Explosive Detection Dog Teams and screening equipment.

Provide security advice and solutions to operational and support operation management based on current and applicable corporate security regulations, industry programs, national legislated requirements and internal regulations. Ensure necessary regulatory compliance has minimum impact or compromise to the operation and wider business interest.

Conduct Aviation Security training in accordance the TC and TSA requirements, included but not limited to Auth:orized Cargo Representative Training, Maintain knowledge of corporate policy, industry programs, national legislation and internal regulations related to Aviation Security.

Provide backup support by in securing shipments at the facility; intercept packages.
