Advisor Public Policy and Government RelationsHuman Services- Housing Services Housing System Planning Performance and Partnerships

Status: Regular Full Time

Salary Range: Non Union; Salary Band J

Hiring Range: $120401-$135451 per annum plus comprehensive benefits and vacation accrual

Work Mode: Hybrid; 2 On site days per week which can increase based on operational needs *see below for more details about this work mode.

Location: 10 Peel Centre Drive Brampton ON

Hours of work:35 Hours per week

Who we are: Housing Services leads service system planning and management of housing and homelessness programs and services with a view to policy and service integration. Helps improve these services through effective planning based on local information and research about the needs of Peels many different communities

Reports to: Manager Housing System Performance

Team Structure: In this role you will Supervise a small team of Specialists including Housing System Specialists and a Housing Analytics Specialist

What you will do in this role:

  • Lead policy analysisand provide recommendations that inform advocacy program development and system-wide decisionmaking.
  • Oversee quality controlfor reports plans communications and project deliverables to ensure accuracy consistency and alignment with divisional priorities.
  • Build and maintain government relationshipsand proactively communicate emerging housing issues opportunities and system impacts to internal and external partners.
  • Guide Housing System communicationsand maintain effective engagement forums that support service delivery and stakeholder collaboration.
  • Provide recommendationsto improve programs policies procedures service design reporting measures tools and resources that strengthen Housing System performance.
  • Monitor performance by conducting detailed analysis evaluating strategies and ensuring initiatives and services meet required outcomes and legislative standards.
  • Develop and sustain stakeholder relationshipson behalf of the service system manager to advance PHHP outcomes and divisional priorities.
  • Supervise and develop staffby providing coaching performance management hiring input and effective delegation of work.
  • Identify funding gaps to support advocacy strategies and system sustainability.
  • Provide expert adviceon the development implementation and evaluation of housing programs services and operational processes.
  • Prepare annual pre-budget submissionsand communicate Regional priorities to Provincial and Federal partners.
  • Develop performance metricsand conduct evaluations business analyses and process improvements to inform planning and advocacy.
  • Collaborate with internal teams and external partnersto support system requirements and advance advocacy priorities.
  • Align advocacy strategiesthrough coordination with Corporate Government Relations.
  • Manage sensitive communicationsby identifying risks supporting mitigation strategies and ensuring timely escalation of critical issues.
  • Prepare and deliver presentations and reportsincluding Council reports briefing notes position papers and updates for diverse audiences.
  • Maintain relationships with government staff and service providersacross all levels to support system coordination and issue resolution.
  • Participate in committees and working groupsrelated to housing and human services.

What the role requires:

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).

  • Masterslevel education in human services political studies public policy or a related field plus a minimum of five years experience in housing policy or government/stakeholder relations with a housing focus.

  • Minimum three years of leadership experience including supervision coaching or team oversight.

  • Expert knowledge of housing policy and operational issues related to developing maintaining and delivering community housing supports including regulatory requirements and client outcomes.

  • High political acuity with the ability to navigate sensitive issues anticipate stakeholder reactions and respond with tact and diplomacy.

  • Experience with public consultation and facilitation.

  • Expert knowledge of statistical and analytical concepts to develop information products for diverse audiences.

  • Ability to conduct rapid highquality research on emerging issues to inform senior leadership.

  • Knowledge of process management program evaluation performance measurement quality management business analysis and other improvement methodologies.

  • Combination of education and experience may be considered

Skills/Abilities:

  • Proven ability to lead complex strategic projects involving multiple stakeholders and competing priorities.

  • Strong public speaking and communication skills with the ability to engage Council senior leaders government officials community partners and other stakeholders.

  • Ability to think strategically and provide expert advice that supports both operational and longterm system objectives.

  • Advanced analytical skills using legislation needs assessments research statistics and rootcause analysis to evaluate information and improve programs or develop new approaches including advocacy positions.

  • Strong negotiation and conflictresolution skills.

  • Understanding of changemanagement principles and the ability to apply them; formal training considered an asset.

  • Demonstrate a commitment to diversity equity and inclusion through continuous development modeling inclusive behaviors and proactively managing bias

Work Mode & Job Location:

In this role youll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.

Its important to note that your off-site work location must be within the province of Ontario. This ensures that were compliant with all regulations and policies.
