Municipal Enforcement Officer – Job Description

The Municipal Enforcement Department is seeking a Municipal Enforcement Officer to join their team!

Title: Municipal Enforcement Officer
Department: Municipal Enforcement
Status: Full-time permanent
Salary: $46.36 per hour, 35 hours per week (approximately $84,376.45 per annum)
Settlement Allowance: $20,907.43 per annum
Union Status: Unionized

The Municipal Enforcement Officer plays a vital role within the City of Iqaluit, working under the supervision of the Sergeant to uphold community standards and safety. This position entails carrying out essential law enforcement duties, focused on enforcing municipal by‑laws and selected Territorial Acts in collaboration with a dedicated team of officers. As a Municipal Enforcement Officer, you will be responsible for laying information and representing the municipality in court proceedings. Through proactive enforcement strategies, you will help enhance public safety and raise awareness within the community, contributing to a safer and more informed Iqaluit.

Required Qualifications

  • Grade 12 education or equivalent;
  • Valid Nunavut Class 5 Driver’s License;
  • A clear Criminal Record Check;
  • Minimum 1-3 years’ experience as a by-law officer, constable or peace officer;
  • Possession and Acquisition License (PAL); PAL Applicants will be considered but are required to obtain license within first three months of employment;
  • Ability to understand and interpret laws and acts (write reports and represent the municipality in court);
  • Knowledge and experience in dealing with By‑Laws, Federal Laws and Acts;
  • Ability and self‑assurance to conduct investigations, inspections, interviews and dealing with the public;
  • Confidence in dealing with domestic animals;
  • Excellent computer skills including Microsoft Office Suite;
  • Good verbal and written communication skills including concise report writing.

Additional Assets

  • Police Foundations course, Use of Force, Handcuffing, Baton, OC spray training;
  • Ability to speak Inuktitut and French is an asset.

Equivalencies that include a combination of education, knowledge, skills and abilities to formal education may be considered.

Due to the nature of this position, the successful candidate must provide a clear Criminal Record check.

Les agents de l’autorité municipale jouent un rôle essentiel au sein de la Ville d’Iqaluit et travaillent sous la supervision du sergent pour faire respecter l’ordre et la sécurité dans la communauté. Ce poste consiste à exercer des fonctions essentielles d’application de la loi, notamment en ce qui concerne l’application des règlements municipaux et de certaines lois territoriales. Ce travail se réalise en collaboration avec une équipe formée d’agents dédiés. À titre d’agent ou agente de l’autorité municipale, vous aurez la responsabilité de déposer des renseignements et de représenter la municipalité dans le cadre de procédures judiciaires. Grâce à des stratégies d’application proactives, vous contribuerez à améliorer la sécurité publique et à sensibiliser la communauté afin de contribuer à la sécurité et à la qualité de l’information à Iqaluit.

Qualifications requises

  • Diplôme d’études secondaires jusqu’à la 12 e année ou l’équivalent;
  • Titulaire d’un permis de conduire du Nunavut valide, classe5;
  • Casier judiciaire sans faute;
  • Au moins 1 à 3ans d’expérience en tant qu’agent des règlements municipaux, agent de police ou agent de la paix;
  • Titulaire d’un permis de possession et d’acquisition; les personnes candidates pour le permis de possession et d’acquisition seront prises en considération, mais doivent obtenir leur permis dans les trois premiers mois suivant leur embauche;
  • Capacité de comprendre et d’interpréter les lois et les actes (rédiger des rapports et représenter la municipalité devant les tribunaux);
  • Connaissance et expérience dans le domaine des règlements administratifs, et des lois et législations fédérales;
  • Capacité et assurance nécessaire pour réaliser des enquêtes, des inspections, et des interrogations et pour traiter avec le public;
  • Aisance dans le contact avec les animaux domestiques;
  • Excellentes compétences informatiques, notamment la maîtrise de la suite Microsoft Office;
  • Bonnes compétences en communication verbale et écrite, y compris la rédaction concise de rapports.

Autres compétences

  • Cours sur les fondements du travail policier, sur l’utilisation de la force, sur le menottage, sur le bâton et sur les vaporisateurs de poivre;
  • Capacité de parler l’inuktitut et le français, un atout.

Les équivalences qui comprennent une combinaison d’études, de connaissances, de compétences et d’aptitudes dans le cadre d’une éducation formelle seront considérées.
