Youth and Volunteer Leadership Specialist

Department: Municipal and Community Affairs

The Department of Municipal and Community Affairs (MACA), supports capable, accountable and self-directed community governments providing a safe, sustainable and healthy environment for community residents.

Job Information

Located in Yellowknife and reporting to the Manager, as the Youth and Volunteer Leadership Specialist, you will support the development, implementation, and administration of policies, programs, and initiatives that strengthen youth leadership, volunteerism, and community capacity across the Northwest Territories. You play a key role in advancing opportunities for youth and volunteers by providing expert advice and support to Regional Recreation Coordinators, fostering relationships with government and non-government partners, and working directly with youth to increase participation in leadership development programs that contribute to healthy, sustainable communities.

You are responsible for ensuring the effective delivery of youth and volunteer programs in compliance with GNWT legislation, financial and administrative requirements, departmental policies, and program guidelines. You will also contribute to risk management practices related to community sport, recreation, and infrastructure programming, supports program accountability and continuous improvement, and assist the Department in advancing its broader strategic priorities and mandate.

Key Responsibilities:

  • Implement youth, leadership, and volunteer policies and programs that improve the well-being of residents and contribute to healthy, sustainable NWT communities.
  • Administer youth, leadership, and volunteer contribution programs to support high-quality local programming and maximize benefits for residents.
  • Deliver youth and volunteer initiatives that provide opportunities for youth to develop leadership, life, and employment skills while building confidence and community engagement.
  • Lead and support partnerships with schools, education authorities, government departments, and community organizations to enhance youth leadership opportunities and positive outcomes for youth.
  • Conduct research, evaluation, and continuous improvement activities to strengthen the effectiveness of policies, programs, and services and increase benefits for communities.

Knowledge and Skills:

  • Knowledge of public recreation, sport, volunteer, and youth systems in the NWT and the factors that support healthy and sustainable communities.
  • Knowledge of program planning, leadership development, and training principles related to youth and volunteer programming.
  • Leadership and facilitation skills to support community volunteers, recreation committees, youth leaders, and program participants.
  • Ability to analyze community recreation, sport, volunteer, and youth development needs and identify effective solutions and opportunities.
  • Knowledge of program evaluation methods and continuous improvement practices to assess outcomes and strengthen policy and program effectiveness.

Key Qualifications:
Completion of a Bachelors Degree in recreation and sport, or in social sciences or a related field of study (Sport/Recreation Management, Outdoor Recreation Management, Bachelor of Arts ¿ Sports/Recreation, Physical Education, Kinesiology) and two years directly related experience working with youth and event planning in a northern community setting.

Acceptable Equivalency:
Completion of a Diploma in recreation and sport, or in social sciences or a related field of study (Sport/Recreation Management, Outdoor Recreation Management, Physical Education, Kinesiology) and four years of directly related experience involving working with youth and event planning in a northern community setting.
