Scope
Court Technology Services, within Alberta Courts, is seeking a Program Manager to work on the design/implementation plan/program development plan for various projects within the technology delivery space of the Alberta Courts.
Services And Project Deliverables Should Evolve As Work Progresses, In Response To Emerging User/business Needs And Design/technical Opportunities. However, The Following Must Be Delivered (iteratively) Over The Course Of The Project
• Provide subject matter expertise and recommendations on:
• Digital delivery
• Agile product development
• Corresponding organizational transformation
• Assess and develop initiatives to grow and cultivate digital capability, capacity, and culture from the perspective of service transformation.
• Advise, coach, and lead product and platform teams throughout project lifecycles:
• From initial discovery and concept
• To production and continuous improvement
• Advise and coach executive leadership teams on change to enable transformation in areas such as:
• Organizational structure
• Governance
• Capacity building
• Policy
• Infrastructure
• Culture
• Create and present options, frameworks, models, and briefings for senior executives regarding:
• Digital transformation
• Based on best and emerging practices and principles
• Facilitate strategic conversations to:
• Develop shared understanding
• Generate options for decision‑making
• Align diverse stakeholder interests and goals
• Develop baseline and ongoing outcomes, key results, metrics, and other indicators.
• The Province and Contractor shall determine changes to Services and Materials as required through the Artifacts.
Duties
Responsible for the coordination and implementation of projects part of the Justice Digital Program. Oversees all aspects of the program.
• Builds an effective operating environment, defines project objectives, scope, and guiding principles.
• Conducts comprehensive analysis of the program.
• Monitors and summarizes progress of the project.
• Builds and maintains working relationships with:
• Courts stakeholders
• Project vendors
• GoA departments involved in the project
• Prepares reports for management regarding project status.
Specific Duties Include
• Compile program charters and business/project plans with clear objectives and expected project outcomes to support activities, including the most suitable approach for development of each deliverable and work product, to ensure business objectives and data integrity are achieved.
• Manage projects that will:
• Document business requirements
• Design and deliver IT solutions compliant with and contributing to the organization’s enterprise architecture
• Assist with development of recommendations, including details of:
• Resource requirements
• Dependencies and interdependencies
• Policy implications pertaining to internal/external influences
• Methodology to be applied
• Produce and package deliverables for presentation to:
• Internal support teams
• Steering committee
• Other project stakeholders
• Manage multiple tasks, project resources, and project governance.
• Conduct consultations with key internal Courts stakeholders and Ministry of Justice stakeholders.
• Work with project vendors to ensure effective project communication throughout the project duration, including escalation of risks as required.
