The Saskatchewan Liquor and Gaming Authority (SLGA) is seeking a self‑motivated and detail‑oriented individual to provide support as a Director, Policy and Legislation within the Corporate Services Division. This position is required to work on‑site, reporting to the Vice President, Corporate Services.

Primary Responsibilities

This position performs such duties and responsibilities as may be assigned, including but not limited to the following:

Leadership

  • Communicate and model SLGA’s mission, vision, and core values.
  • Foster a culture of innovation, efficiency, adaptability, and accountability across the organization.
  • Champion initiatives that advance SLGA’s strategic direction, ensuring alignment with corporate values and goals.
  • Build collaborative relationships with senior leaders to support strategic alignment and organizational goals.
  • Contribute to strategic planning and organizational development by offering insights and guidance on priorities, risks, and opportunities.
  • Support the development and delivery of clear, consistent communications that promote employee engagement and organizational awareness.

Policy and Legislative Development

  • Provide policy advice and options that align with SLGA priorities, collaborating with other divisions and external partners; includes statutory interpretation, research, analysis, development of documents, and identifying policy implementation requirements and impacts.
  • Implement policy direction through development of legislative and regulatory amendments and policy development.
  • Regularly review research and participate in internal/external policy discussions to identify and track industry trends, developments in other jurisdictions, and regulatory issues impacting the liquor, cannabis or gaming industries.
  • Maintain regular discussions with analysts and senior leaders across divisions to ensure operational policy considers SLGA and Government objectives, is consistent with and considers legislative and regulatory requirements and amendments.
  • Represent SLGA and/or Saskatchewan in inter‑jurisdictional working groups.
  • Ensure Saskatchewan’s interests related to liquor, gambling and cannabis are represented in developments in areas of interprovincial and international trade.

Responsible Use

  • Advances SLGA’s strategic goal of limiting the social harms associated with liquor, cannabis and gaming, focusing on education and prevention. Supports partnerships with third parties and other government ministries, initiatives and awareness campaigns to reduce harms and allow individuals to make informed decisions when selling or consuming liquor, cannabis and/or gaming products.
  • Provides advice and insight to operational areas on responsible use best practices.
  • Manages a budget to support responsible use initiatives, primarily through partnerships with third parties.

Privacy and Access

  • Coordinate SLGA’s response to FOI requests within the time period required under The Freedom of Information and Protection of Privacy Act.
  • Provide advice to divisions/branches across the organization on SLGA’s responsibility under FOIP to protect records (i.e., the collection, use and disclosure of records).
  • Analyze and provide advice to divisions/branches about privacy impacts as it relates to SLGA policy and agreements.
  • Develop resources for SLGA staff so they are aware of their role in protecting SLGA records (e.g., Privacy Access to Information module, privacy policies and privacy information on inSite).

People Management

  • Foster a positive, diverse, inclusive, and cohesive work environment that supports effective performance and accountability.
  • Communicate clearly and consistently with team members, ensuring they have the information and support needed to succeed.
  • Provide professional leadership, coaching, and development opportunities to enhance employee growth and maintain professional standards.
  • Conduct performance feedback and support processes, addressing performance matters as needed.
  • Hire, train, mentor, and develop employees to build team capacity and support organizational success.
  • Assign and oversee work to ensure timely and high‑quality completion of responsibilities.

Required Technical Knowledge, Skills and Qualifications

  • Bachelor’s or master’s degree in public policy, public administration, law or business administration.
  • Minimum of five years’ experience in managerial and leadership positions, preferably within the public sector.
  • Demonstrated knowledge of legislative drafting and government processes.
  • Proficient in public policy, with the ability to identify and develop strategic insights.
  • Proven ability to deliver sound counsel and policy recommendations with a high degree of innovation and accountability.
  • Exceptional communication skills, with the ability to listen to diverse perspectives and convey information clearly, diplomatically, and persuasively.
  • Demonstrated ability to lead and develop teams through coaching, feedback, and fostering a positive and inclusive work environment.
  • Proven ability to collaborate effectively across divisions and with external partners to align priorities and achieve shared outcomes.

Travel Requirement

This position may require minimal travel.

Working Conditions

Core office hours are 8:00 a.m. to 4:45 p.m., Monday to Friday. This role is primarily desk‑based, with most of the workday dedicated to computer use, including keyboarding, data analysis, and system navigation. The Director, Policy and Legislation must demonstrate their commitment to safety by consistently ensuring the well‑being of themselves and others in the workplace.
