New Value Solutions, a national IT consulting company, is seeking a Senior Business Analyst to support a major public sector digital transformation initiative. The successful candidate will help business users understand their business processes and resolve issues using technology, processes, people, and structure. This position plays an integral and strategic role in organizational success by supporting informed business decisions and ensuring business requirements are clearly defined, managed, tested, and accepted by stakeholders.
The Business Analyst will support Immigration Program IT Business Solutions for our client. The initiative will deliver a modern, secure, and client-focused digital platform that improves operational efficiency, reduces manual processes, enhances reporting, and supports tools related to investigations, fraud detection, regulatory enforcement, and protection of foreign workers.
Responsibilities:
- Apply a business analysis framework for success.
- Document business process and workflow models, including As-Is and To-Be processes.
- Document use cases based on business process and workflow models.
- Analyze information, problems, situations, practices, and procedures.
- Elicit, document, manage, and communicate functional and non-functional requirements throughout the project lifecycle.
- Analyze business requirements and translate them into business rules.
- Define and scope business problems or opportunities and identify solution options or alternative solutions.
- Verify that solutions meet requirements and quantify the benefits and costs of each solution.
- Identify risks, issues, and assumptions related to the solution and contribute to effective control and risk management processes.
- Work closely with technical teams to ensure requirements are translated into solutions that meet user needs and align with Government of Saskatchewan architecture.
- Act as a liaison between technical teams and subject matter experts.
- Research, develop, and recommend new approaches and technological solutions for data and integration services.
- Create and document feasibility studies, business cases, technical assessments, RFP/RFI requirements, project charters, user manuals, system manuals, policies, processes, and procedures.
- Create and manage a testing plan that ensures the end product supports business processes.
- Create, coordinate, and execute test scripts using formal testing methodologies to verify that systems and business applications meet specific requirements.
- Perform as Test Lead and guide business SMEs through User Acceptance Testing to ensure requirements are identified, traced, tested, and functional in the completed system.
- Provide quality assurance related to the accuracy and integrity of information provided in the solution.
- Facilitate meetings and workshops with internal and external stakeholders.
- Prepare and deliver presentations to internal and external stakeholders.
- Prepare the business for change by conducting organizational readiness activities.
- Develop training materials and facilitate training for technical and non-technical audiences.
- Coach and support business SMEs throughout the project lifecycle.
Requirements:
- 6+ years of experience as a Business Analyst supporting business transformation initiatives.
- Experience working within a public sector or similarly regulated environment, including formal governance, policy, approval, and accountability structures.
- Experience supporting digital transformation, digital service modernization, cloud/SaaS implementation, process change, policy change, or similar IT-enabled business transformation initiatives.
- Experience leading and facilitating business process discovery and requirements-gathering workshops.
- Experience eliciting, analyzing, documenting, and prioritizing business and technical requirements in alignment with business priorities.
- Experience documenting current-state and future-state business processes and workflows.
- Experience developing use cases, user stories, business rules, and requirements traceability documentation.
- Experience applying a technical understanding of IT solutions to translate and communicate technical concepts to both technical and non-technical stakeholders.
- Experience preparing business analysis deliverables that support solution design, testing, implementation, and business acceptance.
- Experience defining business problems or opportunities, establishing business outcomes, and evaluating solution options.
- Experience identifying risks, issues, assumptions, benefits, and costs associated with solution options.
- Experience coordinating and executing test scripts using formal testing methodologies.
- Experience leading or supporting User Acceptance Testing with business subject matter experts.
- Experience preparing the business for change through organizational readiness activities.
- Experience developing training materials and facilitating training for technical and non-technical audiences.
- Experience working with project managers, business SMEs, internal business analysts, vendors, developers, QA teams, data owners, and deployment teams.
- Strong facilitation, communication, documentation, stakeholder management, and presentation skills.
- Valid CBAP certification is required.
- Must be able to work 100% onsite in Regina, Saskatchewan.
- Must be able to provide three professional references.

- Experience with Microsoft Power BI and Microsoft Azure DevOps is considered an asset.
