Job description

Position Summary

This position is responsible for the management of a work crew in delivering a variety of city-wide operational services including construction, maintenance, operation and preservation of City infrastructure. This position reports to a supervisor.

Key Duties & Responsibilities

  • Organize and supervise a work crew engaged in the construction, preservation, maintenance and operation of sewer and water systems and related projects.
  • Provide quality control in regard to the service delivery.
  • Operate equipment and assist in the delivery of operational services including sewer collection and drainage and water supply and distribution.
  • Inspect, assess, monitor, operate and maintain equipment, by way of set-up modifications and cleaning of equipment, together with performing minor repairs and/or identification of necessary repairs.
  • Provide training, supervision and leadership to ensure field operational projects and service schedules are conducted efficiently, effectively, respectfully and safely, in accordance with legislation, policies, practises and standards.
  • Monitor, maintain, and assess work processes for the purpose of improving the efficiency, effectiveness and safety of the work crew. Work processes typically involve weekly expenditures, equipment usage, production, performance, quality of products and customer service.
  • Identify and recommend changes and improvements to preservation and maintenance plans, programs, procedures, materials, equipment, staffing and work schedules.
  • Promote, enforce and assure compliance of personnel, crew, equipment and materials at work sites to meet Provincial Occupational Health and Safety Act, City of Regina City of Regina Occupational Health and Safety Manual and National Safety Code.
  • Interpret legislation and communicates specifications, blueprints, diagrams, manuals, work orders, city policies and standards to employees to ensure compliance with requirements.
  • Ensure the integrity and accuracy of time, production, and reports submitted by members of the work crew.
  • Requisition and purchase material, small tools and supplies within the limits of established authority.
  • Perform related duties as required.

Key Qualifications

  • Grade Twelve (12) or General Education Development (GED).
  • Minimum of four (4) years’ experience in a related industry including one (1) year in a supervisory capacity, coupled with 1000 hours of water and sewer construction experience.
  • Level three (3) Operator Certification, as identified under the Saskatchewan Water and Wastewater Works Operator Certification Standards in the category relevant to their operating area.
  • Demonstrated supervisory, leadership, and project management abilities to plan and organize operational projects, activities, resources and staff.
  • Demonstrated ability to operate equipment efficiently and safely.
  • Knowledge of supervisory leadership principles and practices.
  • Diverse knowledge of sewer and water design, materials, construction, preservation and operations
  • Knowledge of applicable City, Provincial and Federal acts, bylaws, policies, rules and/or regulations pertaining to water and sewer operations.
  • Knowledge of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
  • Demonstrated ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, National Safety Code and expectations of City of Regina’s policies, standards, practises and guidelines.
  • Ability to make technical and business computations, compilations, estimates, analysis and evaluations.
  • Demonstrated ability to listen, understand and respond to public and internal inquires/concerns both verbally and in written form, in an acceptable, sensitive, positive and respectful manner.

Working/Other Conditions

  • Must possess and maintain a valid Class 5 Driver’s Licence.
  • Must be able and willing to perform work of a physical nature in all field environments and inclement conditions.
  • Must be comfortable working in environments where sewage is present.
  • Will be required to work from a variety of locations.
  • Must be willing to be on call, perform overtime, and work shift and/or irregular hours.
  • Must respond to call-outs and emergencies as required.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.
