About Our Opportunity

The Manager of Licensing is responsible for the effective management of over 2000 permanent liquor licenses and other associated licenses within the Licensing & Registration Division. This includes services relating to the licensing of the different classes of liquor licenses issued in accordance with the Liquor Control Act, Regulations and policy. The incumbent is accountable for administering public consultations, accessing, analyzing information and providing recommendations on eligibility of liquor licensing applicants.
This requires the Manager to liaise on a regular basis with the public and three levels of government; Municipal, Federal and Provincial. Additionally, the Manager advises the Executive Director, Director of Licensing & Registration, Director of Investigation & Enforcement and Regional Managers on matters of a regulatory or legal nature that could impact the division, government and stakeholders.
The incumbent also contributes directly to the effective management and supervision of the licensing section's staff and may be required to assist with special projects, which may cross divisional boundaries that are identified and directed by senior management. Such projects include, but are not limited to, researching information, developing policies and procedures and other related functions to meet the division’s goals and initiative.

Primary Accountabilities

Operations
  • Ensure oversight of service delivery standards, requirements, policies, and procedures.
  • Communicate with external clients such as business stakeholder groups and consumer groups.
  • Provide expertise and in-depth knowledge of legislation and regulations for all programs.
  • Liaise with stakeholders, licensees and the inspection team to ensure regulatory compliance.
  • Lead program modernization projects to make it easier for businesses to comply with government regulations, enhance consumer protection and improve operational effectiveness.

Human Resources
  • Continuously encourage a positive team environment by effective coaching and mentoring.
  • Deliver communications to ensure employees are informed about business plans and ongoing changes.
  • Collect feedback from employees to address issues and concerns.
  • Set performance standards and evaluate team performance. Assist team members to meet objectives by providing feedback and support.

Qualifications and Experience

To be considered for this opportunity, you have a university degree and several years of related experience. Related experience would include proven leadership experience developing and implementing strategies and supervising staff. An equivalent combination of education and related experience will be considered.

The incumbent must be decisive and demonstrate an ability to balance multiple initiatives and priorities and thrive in a changing environment.

Excellent communication, leadership and team building skills, and strong decision-making skills are required as well as experience in managing human and financial resources. A demonstrated ability to analyze and resolve complex problems and manage high profile, sensitive and contentious issues is also required. The ideal candidate will possess solid negotiation and relationship building skills to maintain an effective network of inter-provincial and international contacts.

Knowledge of standard computer programs (i.e. Word, Excel, Power Point), and AMANDA, as well as the ability to learn other specialized programs is essential to this position.

Knowledge of legal terminology and contracts and/or working in a related regulatory environment (Liquor Control Act, Gaming Control Act, Theatres and Amusements Act and all applicable regulations) would be considered an asset.

The incumbent is responsible to obtain and maintain a level III security clearance for the duration of their employment.

Additional Information

This is a term employment opportunity, operating out of our Dartmouth office, with an anticipated end date of January 31, 2028. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade: EC 11

Salary Range: $3,571.99 - $4,465.03 Bi-Weekly

Note: The salary rates shown are effective April 1, 2026. Should you start in this position before April 1, 2026, your salary will be based on the current rates until April 1.

The salary rates include an economic adjustment that has been approved. These rates are effective April 1, 2025. Implementation in our HR system will occur on March 5, 2026. Until then, the current rates will apply. Employees hired during this period will receive retroactive pay adjustments in accordance with the applicable policies.
