Duties

TC’s Emergency Management Branch monitors and prepares for threats to Canada's transportation system. Collaborating with TC groups, other departments, and industry, they ensure readiness for emergencies.

Recognizing transportation as critical infrastructure, they develop and deliver emergency management programs, activities, and plans, and provide operational responses using the four Emergency Management pillars in the Emergency Management Act.

More specifically, the Emergency Management Operations Branch has various positions that include three (3) different streams.

Each stream has a different titles including multiple responsibilities.

Streams :

1)Analyst & Compliance Officer Passenger Protect Program Operations Centre

  • Conduct research, analyze complex information and prepare reports to make recommendations.
  • Ensure compliance from air carriers with regulatory requirements and obligations related to various Aviation Security programs.
  • Research and consult with clients / stakeholders to identify issues.
  • Assist in the development of strategies and options regarding Aviation Security.
  • Coordinate and participate in working groups.
  • Develop reports, presentations, or briefing notes from data received from air carriers in order to provide recommendations to stakeholders and Management.
  • Draft multiple correspondences, e.g., respond to enquiries from the public and ministerial correspondence.

2)Intelligence Analyst, Operational Support Transport Canada Situation Centre

  • Monitor emergent situations and possible threats to the national transportation system.
  • Liaise with external stakeholders as well as the various Modes within Transport Canada to fulfil our regulatory obligations in response to safety and security events.
  • During emergency situations, play a key role in ensuring information flow within the Department and with external stakeholders.

3)Contingency Operations Officer Aviation Operations

  • Conduct research, analyzing and documenting risks related to certification, airspace, and ongoing surveillance of the National Civil Aviation Transportation System (NCATS).
  • Plan, coordinate, analyze and report on surveillance activities of the NCATS and identify possible contravention of the Canadian Aviation Regulations (CARs).
  • Conduct and facilitate risk assessments in support of decision making and contingency planning.
  • Develop and coordinate the implementation of risk management solutions and approaches. Draft related procedures.
  • Exercise Ministerial delegation of authority with regards to the analysis and approval or denial of requests for foreign overflight, or airspace restrictions, and respond to immediate threats to aviation safety and / or security.
  • Participate in working groups related to Emergency Management, airborne incident response (safety or security) and Civil Aviation safety oversight policy or contingency plan development.
  • Ensure service availability for a 24 / 7 aviation incident reporting system for industry and the public and provide training and guidance for after-hours duty officers and conduct quality assurance on written reports and recordkeeping.

Work environment

Our work schedule features a hybrid model of 24 / 7 / 365 shift work that requires physical presence at our office at 330 Sparks Street.

Some positions have shifts featuring remote work from home to complete special projects for various Modes (Aviation, Rail, and Marine) and other internal partners.

Intent of the process

What is an inventory? / /

When someone applies to an inventory, the Jobs.gc.ca system will automatically screen you in the inventory if you answer yes to all essential experiences and education.

When the system retrieves your application in the inventory, it will randomly choose applicants with a screened-in status.

If and when an applicant is randomly chosen through the request from the hiring manager, they will assess each of your answers on how you meet the experiences and education.

If you are screened-in at this stage, your knowledge, abilities, and competencies required for the job will be assessed at the next stage of the process.

With this specific inventory, you are eligible to be reassessed after six months, allowing you to update your answers and add information at any time.

EDUCATION

A secondary school diploma or an acceptable combination of education, training and / or experience.

An acceptable combination of education, training and / or experience includes two (2) years of high school with two (2) years of relevant experience and / or training.

EXPERIENCE

EX1 : Experience in conducting research, analyzing complex information* and preparing reports or making recommendations regarding regulations or procedures to stakeholders or decision-makers .

EX2 : Experience in collaborative or consultation work, such as participating in work meetings and / or working groups or working in interdisciplinary groups.

EX3 : Experience working in a fast-paced and high stress environment OR experience working in an Operations Centre .

EX4 : Experience building and maintaining working relationships with internal or external stakeholders , responding to their questions, and providing consultation and guidance.

Definitions :

Complex information is defined as information coming from multiple sources that requires an in-depth analysis to provide advice and / or recommendations.

Stakeholders are defined as but not limited to industry partners, internal or external clients, industries and other departments or agencies (private or public).

Operations Center is defined as : a centralized facility where key personnel gather information to then coordinate, monitor, and manage response efforts.

Internal stakeholders are defined as : individuals, groups, or entities within your organization that have an interest or stake in its operations, activities, or outcomes.

External stakeholders are defined as : individuals, groups, or entities outside of your organization that have an interest or stake in the organization’s operations, activities, or outcomes.

EDUCATION

AED : Graduation with a degree from a recognized post-secondary institution.

EXPERIENCE

AEX1 : Experience working in emergency preparedness and / or emergency situations.

AEX2 : Experience monitoring media, including electronic press, newspaper, social media, radio, and / or television.

AEX3 : Experience developing emergency management, national security, or operational training exercises.

AEX4 : Experience working in an aviation-related environment or a regulatory aviation-related environment.

AEX5 : Experience working in a marine-related environment or a regulatory marine-related environment.

AEX6 : Experience working in a rail-related environment or a regulatory rail-related environment.

AEX7 : Experience working in the field of motor vehicle safety.
