Due to our company growth and expanding footprint, we are looking to add to our team and hire an Export Compliance Officer in Thermal, CA (preferred) or Port Alberni, BC .
WHAT WE’RE LOOKING FOR :
The Export Compliance Specialist reports to the Quality Assurance Manager at Coulson Aviation and is responsible for identifying risks with international trade activity as well as preventing and mitigating damages related to Canadian customs and regulations.
Other responsibilities include the effective development, documenting, amendment, compliance monitoring, analysis and mapping of all Canada Customs processes required in support of Coulson operations.
This role requires the individual to have a sound knowledge of our business culture and processes to assist with identifying operational risks as it pertains to international trade and to prevent violations to customs regulations by working closely with the company’s customs broker, CBSA and other global customs authorities.
We are a high-volume importer of parts and material so this role must be able to coordinate inter-departmental efforts to manage the activities regarding customs import and export controls.
This position requires independent decision making and troubleshooting to ensure complete Customs and Trade Compliance for all our locations around the globe.
RESPONSIBILITIES :
The Export Compliance Specialist is responsible for :
- Monitoring and managing accounts with Canadian, US & Global customs brokers
- Liaison with vendors to ensure compliance to CBSA requirements for inbound freight and documentation requirements
- Utilization of commercial / customs invoices upon arrival at our facilities supporting customs clearance mandate
- Working with our broker during Customs audits
- Liaison with our broker regarding trade eligibility and restrictions, valuation and taxation implications, free trade agreements and duty / HS tariff classification
- Working with our broker’s staff to identify customer owned material shipments and 100% of customer owned material on Customs and freight invoices
- Ensuring that Coulson Aviation, as a high-volume importer / exporter, is responsive to CBSA and other jurisdiction regulations and not put at risk of increased audits or potential monetary penalties due to errors on documentation from misclassification
- Developing, updating & mapping Customs processes to ensure Coulson Aviation meets the certification requirements in support of CBSA, US Customs, Transport Canada, FAA and other applicable regulatory requirements.
- Coordinating after hours clearances with Customs brokers
- Identifying options for reducing Customs billing costs
- Reviewing customs, duties, and freight invoices to validate charges for approval
- Taking the initiative to provide the best possible service to internal and external customers.
- Analyze and monitor national and international export control regulations for relevance and applicability to the Aviation division of companies and how they relate to ex-military aircraft.
- Represents the Company as a technical expert when speaking with the Department of State, Department of Commerce & ATF Representatives.
- Applies for all export & import licenses, maintains required export and import documentation according to U.S. law and Company policy.
- Ensures that the export classification of each item that may be exported is current.
- Maintain a database of export classifications.
REQUIREMENTS
- Degree in Commerce or equivalent.
- Min 3 years experience in Logistics, International Trade and Customs processes.
- Working knowledge of the U.S. GT regulations including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR).
- Expertise in US Export Control Laws and Regulations and working knowledge of Canada and EU Export Control regulations.
- Certified Customs Specialist (CCS) designation is required (or working towards).
- Certified Trade Compliance Specialist (CTCS) designation is an asset.
- Demonstrated use of integrated business ERP systems.
- Demonstrated experience with CBSA / US Customs regulations an asset.
- Experience specific to freight HS tariff classifications an asset.
- Proactive problem solving and advanced trouble shooting skills.
- Demonstrated interpersonal communication skills at all levels.
- Demonstrated conflict resolution and decision-making skills.
- Intermediate to advanced computer skills in MS Office & process mapping programs.
- Working knowledge of aircraft industry an asset.
