Assisted Living Alberta (ALA) is seeking an accomplished and strategic leader to serve as Executive Director, Provincial Contracting. Reporting to the Chief Administrative and Financial Officer, this senior leadership role is responsible for leading ALA’s centralized provincial contracting function, ensuring contracted services are aligned with organizational priorities, quality standards, accountability expectations, and long-term sustainability goals. As a key member of the leadership team, you will drive the modernization and standardization of contracting practices across the province, supporting value-based and outcomes-focused service delivery. This function strengthens oversight, transparency, and accountability by separating contract management responsibilities from operational service delivery. The Executive Director will lead a team of approximately 34 professionals through four direct reports, providing strategic direction for contract development, provider selection, contract administration, performance management, and enforcement activities across Home Care, Continuing Care, and Specialized and Major Contracts. This is a unique opportunity to shape the future of provincially contracted services, influence system-wide improvements, and establish innovative contracting frameworks that support high-quality care, value for money, and strong provider partnerships. The successful candidate will work closely with senior leaders, legal counsel, and operational partners to build a modern, effective contracting model that strengthens service delivery for Albertans. This position is eligible to work remotely in the Calgary or Edmonton Zone.
Description:
The Executive Director, Provincial Contracting provides strategic and operational leadership for ALA’s enterprise-wide contract management and provider oversight functions. Key responsibilities include: Leading provider screening and selection processes, contract development, modernization, and standardization initiatives across the organization. Developing and implementing value-based, transparent, and outcomes-driven contracting frameworks that support quality service delivery and financial sustainability. Overseeing the full contract lifecycle, including negotiation, execution, relationship management, performance monitoring, compliance, and enforcement activities. Providing leadership for contract management teams responsible for Home Care, Continuing Care, and Specialized and Major Contracts. Establish consistent contract management practices, performance measures, data standards, and accountability frameworks across all contracted providers. Leading and developing four senior leaders and a team of approximately 34 positions while fostering a culture of collaboration, excellence, and continuous improvement. Partnering with operational leaders to ensure effective stewardship and provider oversight while maintaining clear separation between service delivery and contract management functions. Collaborating with legal counsel on contract design, negotiations, risk mitigation, interpretation, and enforcement matters.
Required Qualifications:Demonstrated ability to lead and develop high-performing teams in complex, multi-stakeholder environments. Strong strategic thinking, relationship management, negotiation, and influencing skills. Ability to collaborate effectively with senior executives, operational leaders, legal counsel, and external service providers. Experience managing competing priorities while ensuring accountability, compliance, and service excellence. Excellent verbal and written communication skills, with the ability to present complex information to diverse audiences.
Certification in Contract Management, Procurement, Project Management, or a related professional designation. Knowledge of provincial contracting frameworks, healthcare legislation, and regulatory requirements. Experience implementing value-based contracting models and performance-based service agreements.
