The Position

The General Manager of Health & Human Services and CEO of Public Health oversees a comprehensive department that delivers vital human services to municipal residents.

This role encompasses management of all departmental facets, from daily program delivery to strategic planning and evaluation.

Key responsibilities include guiding sectors such as Child Care, Early Years and Recreation, Employment and Social Services, Public Health, Senior Services, and Housing Services.

  • Engage in the negotiation and implementation of collective agreements, ensuring fair and just relations with our workforce.
  • Promote integrated delivery of social, health, and senior services within the community, fostering collaboration and unified service delivery.
  • Manage a multi-million-dollar annual operating budget for the department, ensuring fiscal responsibility and resource optimization.
  • Act as Chief Executive Officer for the Board of Health. In shared leadership with the Medical Officer of Health, ensure that the Board’s mandate is effectively met.
  • Serve as the Consolidated Municipal Service Manager (CMSM), overseeing a range of provincially mandated services, upholding both municipal and provincial standards.
  • Assume Acting CAO’ duties when necessary, demonstrating adaptability and commitment to organizational excellence.

Education and Experience Requirements

  • A post-graduate degree in a relevant field, such as business administration, public administration, health, or social sciences.
  • A minimum of 10 years of pertinent experience in these domains.
  • Supplementary training in children’s services, public health, senior services, and social housing will be considered a significant advantage.

Required Skills and Competencies

The ideal candidate should demonstrate :

  • Senior management experience in business administration, with a preference for those familiar with municipal environments.
  • Expertise in overseeing domains such as childcare, early years, recreation services, social services, public health programs, senior services, and social housing.
  • Proficiency in negotiation, particularly concerning service and labour contracts.
  • A proven track record in managing multi-million-dollar operating budgets effectively.
  • Proficiency in administering service level contracts and their respective budgets.
  • A history of collaborative work with different government levels and ministry groups.

The candidate should hold memberships in :

  • OMSSA (Ontario Municipal Social Services Association)
  • AlPHa (Association of Local Public Health Agencies)
  • OANHSS (Ontario Association of Non-Profit Homes and Services for Seniors).
