The Opportunity :
The City of Red Deer is currently recruiting for an Environmental
Operations Foreperson to fill a permanent full-time position. The Environmental Operations Foreperson
directs work teams to complete operational and maintenance assignments to meet
departmental service levels and comply with City Policy and regulatory
standards under the guidance of a supervisor, or Lead Operator. The Operations
Foreperson is responsible for performing specialized technical and program
administration work, training for staff and backfill coverage for Lead
Operator. Supervise and train crew members and ensure that all safety
requirements are adhered to. The
Foreperson provides Bylaw enforcement pertaining to the Utility Bylaw.
As our preferred candidate, you
will have :
Education or training in a one (1) year
water / wastewater related technical program preferred
Successful completion of AWWA approved Cross
Connection Control course and registration as a cross-connection control
specialist with the AWWA within 6 months of hire
Must successfully pass all safety certificate courses
currently required and others to be defined by the Province or by the City
Minimum Six (6) years’ experience in planning and
operating processes of municipal infrastructure in a Level III or IV certified
system or equivalent
Other combinations of education and experience may be
considered
Two (2) years of supervisory experience and
demonstrated knowledge of appropriate supervision of respectful and inclusive workplace
Supervisory experience in operating underground
systems is preferred
Valid Class 5 Alberta’s Driver’s License; valid Class
3Q is preferred
Well-developed verbal, computer and written
communications skills and strong interpersonal skills
Strong computer aptitude including demonstrated
proficiency with City based computer programs, databases, spreadsheets and
word-processing software
Demonstrated mechanical aptitude and the ability to
accurately use a wide range of testing equipment
Current knowledge on regulations, procedural updates,
backflow prevention and water quality issues.
Demonstrated ability to work unsupervised and
co-operate with colleagues as a team, to understand and follow instructions
Ability to establish and maintain effective working
relationships with co-workers, property and business owners / officers, and their
representatives
Must be physically fit in order to climb, open and
close valves, lift, bend and twist in awkward positions
Ability to work inside and outside in all types of
weather and in conditions which may be noisy, dirty, wet, cold, hot and
disagreeable
Demonstrated safety skills in the use of specialized
equipment including respirators and air quality monitors. Work may require use of harnesses and
hoisting equipment.
Be able to read and understand blueprints, drawings,
schematics and maps

Remuneration :
$42.11 to $47.85 per hour (2026 Rates)
Hours of Work : 80
hours biweekly; Monday to Friday; extended shifts (overtime) and after-hours
emergency work and on-call rotation will be required.
