Job Description
Our Public Sector client is seeking a Records Analyst with a background in privacy legislation to join their team for an exciting 12-18 month contract opportunity! This is a hybrid position located in Whitby, ON.
Responsibilities :
- Facilitate access to corporate records in response to information requests under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and manage associated tasks related to the Personal Health Information Protection Act (PHIPA)
- Ensure compliance with legislative timelines for information requests.
- Evaluate risks associated with releasing information and balance these against public interest considerations.
- Conduct research on privacy legislation, interpret directives from the Information and Privacy Commissioner of Ontario (IPC), judicial reviews, discussion papers, privacy investigation reports, and industry best practices to determine the appropriateness of information disclosure.
- Support the Senior Corporate Privacy Officer in coordinating IPC appeals, working with the Region, mediator, and adjudicator.
- Review and recommend updates to existing policies and procedures; assist in developing and implementing new policies.
- Contribute to the creation, delivery, and implementation of privacy training and awareness programs.
- Participate in conducting Privacy Impact Assessments (PIAs).
- Assist in managing privacy and information security incidents and complaints.
Qualifications :
- Diploma in Records and Information Management, Library Information Technician, or a similar field, or equivalent education and practical experience.
- Certification as an Information Privacy Professional (CIPP / C) is advantageous.
- Extensive experience with legislation, best practices, policy drafting, research, and training material development related to Freedom of Information (FOI) and privacy of personal information / health information.
- Minimum of 2 years’ experience conducting PIAs, responding to FOI requests, and / or managing privacy breaches / incidents.
- In-depth knowledge of the Municipal Act, MFIPPA, PHIPA, and IPC Orders and related legislation.
- Proficiency with Microsoft Office 365 (Word, Outlook, Teams, Excel, PowerPoint) and Adobe Acrobat Pro at an intermediate level.
- Strong analytical, problem-solving, and decision-making skills, with the ability to maintain confidentiality and objectivity, and handle politically and / or sensitive matters with diplomacy.
- Excellent research, project management, organization, and time management skills, with the ability to meet strict deadlines.
