SUMMARY
The Assistant Director (AD) provides the Director of eHealth with decision support service management expertise and administrative follow-up on telemedicine project priorities. The AD oversees and supports work performed by the Community Telemedicine Coordinator (CTC) Supervisor and the Community Engagement and Education Coordinator and is tasked with moving KO eHealths strategic plan forward. The AD works with KO eHealths Clinical Services Lead and project leads in allied organizations to ensure that new initiatives adopt interoperable business processes meet shared objectives and are completed on time and within budget. The AD is responsible for managing the privacy and security portfolio and coordinating routine tasks such as compiling performance reports monitoring and tracking budgetary expenditures and updating service level agreements. The AD oversees the scalability and sustainability of services delivered by KO eHealth for its -affiliated First Nations. It is the Assistant Directors responsibility to inform the Director of eHealth about projects or processes that are underperforming reaching scalability limits or may be difficult to sustain over time. Finally the AD manages stakeholder engagement (newsletters social media annual reports) and ensures that the KO eHealth Telemedicine brand consistently aligns with community expectations for cultural competence and quality health service delivery.
RESPONSIBILITIES
- Providing the Director of eHealth with decision support .
Oversees the compilation of reports that will assist the Director with service planning and project decisions : project updates performance dashboards quarterly budgetary reports
Ensuring that service level agreements with internal and external parties are up-to-date and fairly represent KO eHealths strategic goals and organizational resources.Overseeing the work of the Community Education Program Coordinator and the CTC SupervisorOversees and supports the CTC Supervisor (CTCS) by ensuring that community-based processes and staff are compliant with FOIPA and PHIPPA health privacy guidelines.
Assists the CTCS to develop annual work plans that identify resources necessary to ensure that all telemedicine technology at the community level work effectively and that CTCs possess the knowledge and skills required to perform their duties successfullyOversees and supports the Community Engagement and Education Program Coordinator (CEPC) by reviewing education and professional development programming plans for community health workers in First Nations to ensure they are aligned with the organizations strategic objectives and resources are holistic and address community-based demand.Meets with the CTC Supervisor and Community Engagement and Education Program Coordinator monthly to receive feedback solve problems and address service issues. The AD also conducts an annual performance review of staff in these positions and must sign off on performance reviews of staff reporting to the CTCS and the CEPC.Works with the Director and Clinical Services Lead to move the KO eHealth Strategic Plan forwardProvides oversight by ensuring that all new initiatives adopt interoperable business processes meet shared KO eHealth and partner objectives and are completed on time and within budget.
Regularly assesses the scalability and sustainability of services delivered by KO eHealth for its -affiliated First Nations. It is the Assistant Directors responsibility to inform the Director of eHealth about projects or processes that are underperforming reaching scalability limits or may be difficult to sustain over time.Manages and coordinates engagement with community health professional partner agency and system stakeholders by aligning the KO eHealth brand with community expectations of cultural competence and quality health service deliveryDrafts an annual plan and budget that anticipates creation distribution and support for information products that clarify KO eHealths vision and priorities and highlight its value proposition (e.g. quarterly newsletters tweets social media campaigns and annual reports) The plan will incorporate culturally resonant methods to convey messages e.g. Elders northern relevant success stories
Manages the look timeliness and functionality of the KO eHealth website.Coordinates the delivery of presentations by the Director Clinical Services Lead and other staff for delivery at meetings and conventions.Creates an annual marketing strategy for review by the Director. The plan will increase awareness strategic priorities and encourage utilization of organizational assets utilizes.Responsible for managing KO eHealths privacy and security portfolioIs KO eHealths single point-of-contact in the event that private and personal health information is inadvertently made available as a result of a KO eHealth or KO eHealth contracted third party business process or technology failure.
Completes necessary coursework to assume the responsibility for safeguarding the privacy and security of personal health information managed by KO eHealth under FOIPA and PHIPPA. Participates workshops and gatherings that provide information about changes to provincial and / or federal health privacy and security legislation.Carries out an annual audit of select KO eHealth processes to assess the organizations current state of health privacy and security complianceMakes presentations to KO eHealth staff and community stakeholders to facilitate their understanding of health privacy and security considerations legislation regulations and policiesRegularly reviews privacy policies and updates as required.Ensures the collection of routine program monitoring information and works with evaluators to carry out reviews quality improvement exercises and evaluationsWorks with the Director and the Clinical Services Lead to determine which metrics best demonstrate the KO eHealth value proposition.
Delivers monthly reports that summarize organizational partner staff and community performance against targets. Leads preparation and completion of KO eHealths annual report to Health CanadaAligns KO eHealth metrics with those used to assess pilot projects and service partnershipsActs as the KO eHealth Liaison with external research organizations and agencies and ensures that all ethical / procedural requirements have been adequately addressed and approved by KO eHealths Advisory Committee.Supports and monitors KO eHealths systems and operations to support quality assurance in service deliveryIn consultation with key staff defines quality across KO eHealth business areas : administration scheduling community delivery training clinical service development privacy and security
Monitors and reports on quality indicators at regular and predictable intervals.Reports on these audits to the management team with recommended strategies for improvementPlays a central role in promoting a culture of performance excellence and continuous quality improvementKNOWLEDGE SKILLS AND ABILITIES
Masters degree in public health administration or a post-secondary degree in an appropriate discipline and five years of eHealth service experience.Excellent analytical and organizational skills and an ability to rapidly respond within a fast-paced environmentExperience using spreadsheets to identify trends provide comparative frameworks and isolate issuesKnowledge of the Nishnawbe-Aski First Nations languages and community dynamicsAbility to speak / write Cree Oji-Cree or Ojibway an assetComputer proficiency in Word and ExcelAbility to work independently and as a team memberExperience in implementing and managing large-scale community-based projects; familiarity with project management tools and techniquesTotal competence in written and oral EnglishWorking knowledge of communication network systems technologies and architectures; and applied knowledge of ICT applicationsMust be able to travel to northern communitiesRequired Experience :
