BC Assessment is currently looking for two (2) permanent Senior Programmer Analysts (Architects) to join our ITS Division in our Victoria office.

Who you are

You are a senior-level technical leader who thrives on bringing clarity and structure to complex, enterprise-wide systems. Whether your passion lies in the flow of data or the architecture of the cloud, you are comfortable providing technical guidance across the application lifecycle. You are an analytical thinker who prioritizes system performance, scalability, and reliability, with a proven ability to mentor teams and navigate technical trade-offs in an evolving environment.

You bring a solid engineering mindset with deep experience in backend application development. You communicate complex technical concepts clearly to both technical and non-technical partners, and you’re comfortable learning and applying new languages and frameworks - such as Python, SQL, or other backend technologies - as the work evolves.

Depending on your area of focus, you also bring expertise in one of the following :

Data Engineering Focus - You specialize in data-centric system design, relational databases, and data modeling. You have a track record of building and evolving data-intensive integration pipelines that support enterprise analytics and reporting platforms.

Cloud Solutions Focus - You specialize in cloud-native architectures and infrastructure. You have experience designing and deploying scalable, secure, and resilient services within cloud environments (e.g., AWS, Azure, or GCP), with a focus on modernization and platform integration.

What you’ll get to do

As a Senior Programmer Analyst (Architect), you will shape the organization’s enterprise capabilities by providing leadership across the full application lifecycle—planning, designing, and maintaining mission-critical services that span multiple platforms.

Working closely with IT and business partners, you will guide teams through complex architectural decisions, manage technical risks, and ensure solutions are reusable and aligned with long-term corporate standards.

Your impact will be focused in one of two key role-specific areas :

Data Engineering - You will design and build robust data pipelines, database-backed services, and integration components that power our enterprise data platforms. You will collaborate closely with Data Architecture functions to translate high-level patterns into reliable, production-ready data solutions that ensure data integrity and performance at scale.

Cloud Solutions - You will architect and implement cloud-based services and integration frameworks that modernize our application landscape. You will lead the transition toward cloud-native patterns, ensuring our systems are highly available, well-integrated, and optimized for the cloud environment while maintaining alignment with our enterprise security and infrastructure standards.

As a Senior Programmer Analyst (Architect), you will also :

  • Lead and oversee the organization’s enterprise application architecture, ensuring applications are designed, developed, integrated, and maintained in alignment with corporate standards and best practices.
  • Provide technical leadership and direction to multidisciplinary teams, guiding the design, development, maintenance, and enhancement of complex enterprise-wide applications.
  • Define, develop, document, and implement corporate application development standards, policies, tools, and architectural frameworks.
  • Identify architectural issues and risks, lead problem resolution and preventative maintenance, and develop integrated, workable solutions.
  • Evaluate emerging application development tools, services, and vendor products, leading cost-benefit analyses and making recommendations to support organizational objectives.
  • Provide organization-wide technical expertise and consultative support to managers, staff, contractors, and consultants on application architecture and software engineering practices.
  • Lead large-scale initiatives involving changes to the corporate software engineering and application architecture environment, ensuring alignment with long-term technical strategy.
  • Define, estimate, schedule, monitor, and control complex technical activities, gaining consensus and commitment to implement the best technical solutions.

These positions are included in the bargaining unit.

Location and compensation

  • Location : Victoria, BC
  • Compensation : $93,317.50 - $109,693.26 (plus 6.25% TMA)
  • Competition Close Date : Sunday, February 22nd @ 11 : 59PM
  • The compensation range above is based on the salary schedule outlined in the CUPE 1767 Collective Agreement. Successful candidates typically start at the minimum of the range (Step 1), with the opportunity to receive an increment after 12 months of service.
  • What you bring to the team

    Education

  • A university degree in computer science, software engineering, application development, or information systems.
  • Prefer Microsoft Certified Technology Specialist (MCTS - .Net, Windows workflow foundation applications), or Oracle Certified Associate (OCA), and Microsoft Certified Technology Specialist (MCTS - SQL Server).
  • Experience

  • A minimum of six years progressively responsible application development, deployment and integration experience for enterprise wide delivery, including consulting, mentoring and leadership of staff, contractors,
  • Demonstrated experience in developing, maintaining, and enhancing applications using four or more of the following technologies is mandatory : .NET framework, SharePoint, SOA (Service Oriented Architecture), Web services, Agile methodology and tools, Windows and UNIX Operating Systems, Oracle and SQL Server databases
  • Experience setting up standards, policies and best practices in application architecture and development methodologies is essential.
  • Experience in applying database design, administration and performance tuning concepts and principles towards application development.
  • Experience in developing internet and web based applications.
  • Proficiency in advanced SQL and PL / SQL programming.
  • Note : An equivalent combination of education and experience may be considered.
