POSITION OVERVIEW :

Startec Compression & Process is currently recruiting for a Project Controls Supervisor to work at our Glenmore Office in Calgary, AB (Suite 240, 4000 Glenmore Court SE, Calgary, AB T2C 5R8).

The Project Controls Supervisor holds a pivotal role within the organization, reporting directly to the Director of Projects.

This position demands comprehensive expertise across all facets of Project Controls (PC), including Estimating, Budget Preparation (including WBS, CBS, COA), Cost Management, Change Management / Forecasting, Planning / Scheduling, Earned Value Management / Progressing (EVM), Performance Management / Key Performance Indicators (KPIs), and overall Project Execution and Administration.

In addition to being a subject matter authority, the Supervisor assumes the responsibility of leading and mentoring the project controls team, ensuring their proficiency across all PC disciplines.

The chosen individual guarantees the timeliness, accuracy, and completeness of information, recognizing the fundamental role it plays in facilitating the team's trust to execute their responsibilities effectively.

The Project Controls Supervisor actively contributes to building a cohesive, cross-trained project controls team, fostering relationships within the team and aligning with the overarching Startec culture.

Continuous development and maintenance of Startec's project control standards and procedures fall under the purview of this role, ensuring adherence and compliance within the project team.

Leveraging extensive project control experience, the Supervisor conducts thorough analyses of project performance, identifies areas for improvement, and implements strategies to enhance and optimize project outcomes.

Effective communication of these outcomes to diverse company stakeholders further underscores the critical nature of this position in contributing to overall project success.

KEY PERFORMANCE INDICATORS (KPI) :

PROJECT MANAGEMENT (Weighting 60%)Key Scope Areas

  • Possesses expertise as a subject matter authority in multi-discipline project control systems and processes that facilitate effective project and portfolio management.
  • Builds, develops, and maintains a cohesive team, fostering strong relationships.
  • Ability to provide support, analysis, and audit of all company internal project controls practices.
  • Provides technical and operational direction to project personnel regarding all project control issues.
  • Develop and maintain all PMO internal projects, templates, tools, processes, and standards.

TEAM LEADERSHIP & DEVELOPMENT (Weighting 20%)Team Management

  • Supervise and oversee the work of team members, ensuring they understand their roles and responsibilities.
  • Assign tasks and projects, set priorities, and monitor progress to ensure timely / quality deliverables.
  • Provide guidance, support, and mentoring to team members, promoting their professional development and growth, and promoting cross-training across the team.
  • Foster a collaborative / safe working environment.

Performance Management

  • Set performance expectations and goals for team members through Individual Development Plans (IDPs)
  • Monitor performance and provide regular feedback through Individual Development Plans (IDPs).
  • Recognize and reward exceptional performance, and address performance issues through coaching and corrective actions.
  • Collaborate with HR to manage course corrective actions, when / if required.

REPORTING (Weighting 10%)Budget and Cost Management

  • Oversight of WBS / CBS / COA implementation for all internal projects.
  • Monitor / review the set-up, import, and maintenance of project budgets in ERP.
  • Cost Management : Measure variances from the budget and ensure the team takes appropriate action (change management and forecasting) to align the control budget and the forecast.

Change Management

Change Management : Work with the project controls team to ensure that project changes are identified, evaluated, approved / rejected, controlled, and implemented in a manner where the project budget / forecast is updated per the approved changes.

Forecasting

Forecasting : Work with the project team, adjusting cost and schedule to the constantly changing project conditions. The variances between the control budget and the actual cost of the project will be checked and updated monthly and the remaining costs forecasted and recorded utilizing change management.

Stakeholder Communication

  • Monthly Financial Stewardship meetings will be held to communicate; forecast costs, budget variance, margin variance, remaining contingency, change management status, and trends (month-over-month changes).
  • Cashflow-in : invoicing and payments.
  • Cashflow-out : labor, equipment, materials, services.
  • Roadblocks, Client Management, Other Specific Concerns.

RESOURCE MANAGEMENT & QUALITY COMPLIANCE (Weighting 10%)Resource Planning

  • Utilize Office Resource Planner to collect and update office resource hours monthly.
  • Work with Project Managers for the spread of initial planned hours, addition / removal of projects implementation of change orders, and update forecast hours monthly.
  • Monitor / update resource data : Imports actuals from ERP, compare plan vs forecast monthly to assess FTEs by Resource Planning Group to compare current available resources to forecast FTE requirements.

Quality Compliance

  • Conduct quality checks on project control deliverables for accuracy and consistency.
  • Ensure all project controls processes / procedures and reference project documentation are updated and current on a regular basis.
  • Ensure compliance with company policies, project methodology, and industry standards.

QUALIFICATIONS :

  • Bachelor’s degree in engineering, technology, Project Management, or a related field is required.
  • A minimum of 10 years of project controls experience is required.
  • Management / Supervision / Leadership experience is required.
  • Working knowledge of scheduling software (Primavera P6 or MS Project) is required.
  • Experience with Enterprise Resource Planning (ERP) software is required.
  • Expert knowledge of project controls principles, practices, and tools (per PMI or AACEI) is required.
  • Advanced knowledge of MS Suite software is required.
  • Strong technical, analytical, and problem-solving capabilities are required.
  • Excellent organizational skills and attention to detail are required.
  • Working knowledge of PowerBI and VBA programming skills is an asset.
  • Microsoft Dynamics 365 experience is an asset.
  • PMP designation is an asset.
  • Oil & Gas / Sustainable / Renewable project experience will be considered an asset.
  • Greater consideration will be given to applicants with an advanced combination of equivalent qualifications and experience.
