Responsibilities
- Be responsible for the procurement of subcontractors including the management of cost, schedule and performance parameters.
- Implement sourcing strategies, assess supplier risk (including financial) and develop mitigation plans.
- Develop and obtain subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and / or services.
- Prepare request for proposal, conduct suppliers' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts.
- Negotiate and coordinate additions, deletions, or modifications to subcontracts.
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program.
- Work in collaboration with Program Manager, Business Development, Supply Chain Leadership and Operations.
- Employ strong negotiation skills and knowledge of company legal terms and conditions.
- Leverage experience with Intellectual Property (IP) and Patent requirements to protect company’s IP and patents.
- Provide guidance to Trade Compliance on correct document markings (Export Controlled, Proprietary Information, ITAR, EAR, Controlled Goods etc.).
- Collaborate with Technical Team(s) to identify process improvements, propose change, supply‑chain risk mitigation strategies with cost savings / avoidance.
- Travel domestically and internationally as required.
- The core activities of the program for this role are located at our Enfield facility in Halifax, but the work will be performed from the subcontract specialist can be in Halifax or Mirabel.
Required Skills and Experiences
Previous subcontract experience; and or program management.Bachelor’s Degree and minimum 6 years of prior relevant experience or Graduate Degree and a minimum of 4 years of prior related experience; or relevant / equivalent work experience.Proficiency in French and English, especially spoken. English language is mandatory due to contractual requirements.Preferred Additional Skills
Previous experience within the aerospace industry.Subcontracts experience with military, international, domestic and US Government.Proficient in Microsoft Office.Strong risk mitigation planning ability related to source selection.Ability to provide robust supplier evaluation and advise programs on source selection, split orders opportunities, long‑term agreements, teaming agreements, and other.Excellent communication across functions.High‑pressure environment performance, meeting deadlines, multi‑tasking.Certified Supply Chain Professional (SCMP).Eligibility Criteria (Mandatory)
