Senior Project Manager, Child and Family Services, Legislation Implementation (2-Year Term)

The Department of Health and Social Services works under the direction of the Minister and Deputy Minister, in partnership with the Health and Social Services Authorities, to support the health and wellbeing of people across the NWT through planning, development, evaluation and reporting on program and service delivery.

Job Information

The Senior Project Manager, Child and Family Services, Legislation Implementation (Senior Project Manager) is responsible for overseeing the full implementation of legislative changes, ensuring that all activities align with strategic objectives and comply with legal requirements. This includes working collaboratively with internal and external partners such as Health and Social Services Authorities (HSSAs), Indigenous governments, community organizations, and service providers to ensure that approaches are culturally appropriate and inclusive.

The Senior Project Manager develops and manages comprehensive project plans, timelines, budgets, and risk mitigation strategies to support successful implementation. The role also involves designing and executing change management strategies, including communication plans, training programs, technology updates, and revisions to standards, frameworks and program design. In addition, the incumbent establishes monitoring and evaluation frameworks to assess the impact of legislative amendments on service delivery and outcomes for children, youth, and families. The Senior Project Manager provides leadership and guidance to project teams and ensures effective communication and engagement throughout the process.

Key Responsibilities

  • Provide strategic leadership to ensure the successful implementation of the CFS legislative amendments.
  • Work with the Policy, Legislation and Intergovernmental Relations Division and key CFS Division staff to obtain feedback and refinements on the new CFS Bill.
  • Ensure legislative amendments are operationalized through actionable frameworks that are understood by CFS system staff and the public.
  • Co-develop new programs and services under the new CFS Bill in collaboration with internal and external partners.
  • Ensure new initiatives are culturally safe, trauma-informed, and anti-racist, particularly for Indigenous children and youth.
  • Lead partner engagement to align operational changes, roles and accountabilities for the CFS legislation implementation.
  • Apply advanced project management techniques to advance a critical large-scale mission initiative.
  • Lead the development and implementation of change management and communications strategies to support the successful implementation of the new CFS legislation.

Key Qualifications

  • A bachelor's degree in Social Work, Social Services, Project Management, Health / Business Administration, Public Health, Legal or a related field, AND five (5) years of relevant experience, ideally within or related to child and family services, that ALSO includes one (1) year of supervisory or team / project lead experience.
  • A master's degree in Social Work, Social Services, Project Management, Health / Business Administration, Public Health, Legal or a related field, AND three (3) years of relevant experience, ideally within or related to child and family services, that ALSO includes one (1) year of supervisory or team / project lead experience.
  • Related fields may include Sociology, Epidemiology, Statistics, etc.
