Job Summary

Fraser Health (FH) is responsible for the delivery of hospital and community-based health services to nearly 2 million people in 20 diverse communities from Burnaby to Fraser Canyon on the traditional territories of the Coast Salish and Nlaka’pamux Nations.

We are seeking an innovative and strategic Deputy Chief Project Officer to manage and work in unison with the Chief Project Officer (CPO) towards leading the design, construction, planning and support teams for the Burnaby Hospital Redevelopment Project.

The successful candidate will be an accountable, flexible and collaborative senior construction or project management leader, with a proven proficiency to oversee and implement a large, complex capital project from the ground up.

Detailed Overview

As a key member of the senior leadership team, the Deputy Chief Project Officer is accountable to lead the Redevelopment Project's operational team in concert with the Chief Project Officer in the development of strategic and tactical planning and the co-management of governance and performance accountabilities.

This role requires a high degree of collaboration and liaison with internal and external stakeholders.

Responsibilities

  • Advises and consults to the Chief Project Officer on the strategic objectives and implementation of the Project.
  • Represents the Chief Project Officer and the project to internal and external stakeholders on processes and project deliverables.
  • Oversees the day-to-day operational aspects of the project including planning, design, construction, equipment and project support.
  • Acts as the main project representative through the modified / progressive design / build collaborative / integrated process.
  • Engages, leads and oversees a team of employees and consultants to achieve project deliverables.
  • Provides leadership in the development and review of building specifications, service and program requirements.
  • Responsible to report on project interdependencies, risks and issues identified by working groups.
  • Reviews and approves requests for scope changes; consults with project partners and senior executives on change decisions.
  • Leads the Project Support and Results Office (PSRO).
  • Provides leadership for stakeholder engagement.
  • Oversees the allocation of financial resources to meet initiatives, goals, and targets of the operating plans.
  • Communicates effectively with FH leadership to obtain / understand operational priorities.
  • Consults with FH Communication & Public Affairs department to support stakeholder communication.
  • Liaises with senior officials of municipalities / authorities within project jurisdiction.
  • Liaises with the Ministry of Health Services; participates on various internal and external committees as a representative of FH.

Qualifications

Education and Experience

Master's Degree in Engineering, Business Administration or a related field, supplemented with ten (10) years' recent, related experience in a senior leadership role in a large complex health care organization.

  • Demonstrated knowledge and understanding of the legal and financial issues in contract development.
  • Demonstrated ability to function independently and as a member of a team.
  • Ability to develop and maintain rapport with various internal and external stakeholders.
