Job description

At the City of Welland, we're continuously rewriting our story. Not because we don't know where we're going, but because we are constantly reaching for new heights, engaging in new approaches, and pursuing what many believe to be unattainable or too ambitious. We're not satisfied with the status quo, and we're certainly not satisfied with doing things a certain way simply because that's how they were done in the past.

We expect our population to increase to over 80,000 in the next 20 years, and serving a diverse, growing community requires strategic thinkers, norm breakers, and passionate civil servants. In Niagara, Welland's growth leads every other municipality, and the City is becoming the region's heartbeat.

So, we invite you to author your chapter and contribute to the overall body of work the City of Welland is creating. At the City of Welland, your ideas are nurtured, your input is invited, a healthy work-life balance is available, and most importantly, your voice will make a difference.

About the Position

Under the direction of the Chief Human Resources Officer, the Corporate Health and Safety Advisor plays a key role in creating and maintaining a safe and healthy work environment for all employees. This position supports corporate compliance with occupational health and safety legislation and promotes a strong culture of safety and wellness throughout the organization. The H&S Advisor develops and delivers training, monitors performance metrics, and provides expert guidance to staff, management, and Joint Health and Safety Committees (JHSCs). Through strategic programming, risk analysis, and ongoing communication, the H&S Advisor helps to ensure the organization meets its health and safety obligations and proactively addresses emerging concerns.

Duties & Responsibilities

Program Development & Compliance :

  • Ensure compliance with applicable legislation and stay informed of regulatory changes.
  • Conduct regular audits, hazard assessments, risk assessments, and site inspections to proactively manage risk and drive continuous improvement.
  • Support the organization’s wellness strategies by championing initiatives that promote a safe, healthy, and inclusive work environment, with a focus on physical wellness, mental health, psychological safety, and overall employee wellbeing.
  • Participate in the review and development of corporate health and safety policies, procedures, and standards to ensure compliance and effectiveness.
  • Monitor corporate compliance with applicable health and safety legislation, policies, and procedures, documenting findings and working with departments to address non-conformance.
  • Stay current on legislative changes and assess their impact on organizational policies and practices.
  • Develop and assist in implementing emergency procedures (e.g., fire drills, fire plans, evacuation plans, bomb threat plans). Provide advice and guidance on emergency planning.

Advisory & Support Services :

  • Serve as the primary resource for staff and people leaders on all health, safety, and wellness matters.
  • Provide support during Ministry of Labour visits, inspections, and investigations.
  • Respond to and support the resolution of critical incidents, work refusals, injuries, and other complex health and safety concerns.
  • Investigate and assess concerns regarding working conditions, equipment, methods, and procedures.
  • Recommend corrective measures, design changes, and methods to control hazards, reduce injuries and costs, and ensure compliance.
  • Review accident and near-miss reports, workplace inspections, and JHSC meeting minutes to identify trends and ensure timely follow-up.
  • Support the effective operation of Joint Health and Safety Committees (JHSCs), including coordination of meetings, training, and follow-up on action items.
  • Conduct ergonomic assessments and recommend adjustments to reduce physical strain and enhance workplace safety.
  • Monitor and report on corporate health and safety performance, benchmarks, and trends to help shape safety initiatives and promote a culture of accountability.
  • Training & Communication :

  • Develop and deliver engaging and practical health and safety training, including orientation, WHMIS, emergency preparedness, and job-specific programs.
  • Provide training and support for JHSC members and attend JHSC meetings as required.
  • Evaluate training programs for effectiveness and recommend adjustments to improve outcomes.
  • Maintain training records and evaluate the effectiveness of programs.
  • Collaborate with departments to ensure all employees receive role-appropriate health and safety education.
  • Participate in the development of health and safety training materials and communication campaigns tailored to various workplace needs and corporate objectives.
  • Participate in emergency management initiatives, including training management staff in building-related contingency planning; participating in mock emergency response exercises and training; and playing a role to ensure business continuity.
  • Incident and Claims Management :

  • Lead and support the investigation of workplace incidents, accidents, and near misses; identify root causes, recommend corrective actions, and ensure proper documentation.
  • Coordinate WSIB claims management, including reporting, documentation, and follow-up; support early and safe return-to-work planning in collaboration with HR.
  • Assist with WSIB claim reporting and support early and safe return-to-work programs in coordination with HR.
  • Act as a point of contact for employees and departments during critical incidents and follow-up processes.
  • Monitoring, Analysis & Reporting :

  • Measure and track key performance indicators and safety metrics; analyze data to identify trends, gaps, and areas of concern; report findings and recommend strategies for improvement.
  • Prepare clear, concise reports and contribute to strategic planning and safety initiatives.
  • Maintain accurate and up-to-date documentation related to incidents, inspections, and training.
  • Help maintain a system for tracking compliance, training, incidents, inspections, and performance indicators.
  • Engagement & Wellness :

  • Actively promote wellness initiatives and contribute to wellness campaigns and communications.
  • Foster a workplace culture where safety is a shared responsibility and wellness is integrated into daily operations.
  • What you need to Succeed...

  • Post‑secondary diploma or degree in Occupational Health and Safety, Human Resources, or a related field.
  • Canadian Registered Safety Professional (CRSP) designation or working toward certification preferred.
  • JHSC Certification (Parts 1 & 2), and valid First Aid / CPR certification.
  • Minimum of five (5) years of progressive experience in health, safety, and wellness, preferably in a unionized and / or municipal environment.
  • Demonstrated experience conducting training, ergonomic assessments, and liaising with regulatory bodies.
