Job description

The HSE Manager will provide strategic leadership and operational oversight to Sierra Construction Group’s Health, Safety, and Environmental (HSE) initiatives. This role will manage and oversee all HSE systems, ensuring compliance with regulations, maintaining superior standards across all divisions, and supporting the company's commitment to safety. The HSE Manager will play a key role in managing the organization’s QMS and maintaining COR and ISO certifications, supporting audits, and overseeing corrective actions. The HSE Manager will be responsible for improving Sierra’s HSE programs to ensure safety excellence across the organization.

Responsibilities

  • Lead and mentor the HSE Coordinators, ensuring their activities align with the overarching HSE strategy
  • Foster a collaborative team environment, emphasizing accountability, professional growth, and alignment with Sierra Construction Group’s safety culture.
  • Develop, implement, and maintain an integrated HSE Management System that aligns with corporate goals and industry best practices.
  • Act as the primary liaison between the HSE Coordinators, translating strategic objectives into actionable on-site initiatives.
  • Drive the creation and implementation of policies, processes, and programsto achieve world-class HSE performance across all divisions.
  • Manage and oversee the Quality Management System (QMS), ensuring its integration with HSE programs and alignment with ISO standards.
  • Serve as the key advisor to leadership on health, safety, and environmental matters, ensuring alignment with corporate strategy.
  • Manage and conduct audits to maintain compliance with Ontario’s Occupational Health and Safety Act (OHSA), ISO 14001, COR certification, and other industry standards.
  • Support internal and external audits, ensuring timely follow-up on corrective actions to address identified gaps and maintain compliance.
  • Develop strategies to continually improve Sierra Construction Group’s COR and ISO standards across all divisions.
  • Ensure compliance with all local, provincial, and federal health, safety, and environmental regulations.
  • Oversee the development, implementation, and monitoring of HSE programs, including hazard assessments, risk mitigation strategies, and incident investigation oversight.
  • Collaborate with project teams to integrate HSE considerations into planning and execution phases.
  • Analyze HSE performance data and develop proactive solutions to improve safety outcomes.
  • Oversee the development and delivery of training programs to ensure employees and subcontractors are proficient in emergency procedures, hazard identification, and the use of personal protective equipment (PPE).
  • Implement innovative approaches systems to elevate Sierra Construction Group’s safety culture and performance.
  • Ensure HSE Coordinators have the tools, resources, and knowledge to perform their roles effectively.
  • Foster continuous improvement initiatives by monitoring corrective actions, assessing trends, driving HSE enhancements, and tracking HSE performance metrics.
  • Provide guidance, mentorship, and performance management to the HSE team.
  • Ensure clear communication and alignment between HSE teams and divisional operations.
  • Champion a culture of safety across all levels of the organization, encouraging accountability, transparency, and employee engagement.
  • Partner with divisional leaders to integrate HSE priorities into project planning and execution.
  • Develop and maintain accurate documentation related to HSE performance, audits, incidents, and compliance requirements.
  • Deliver regular reports to the executive leadership team on HSE performance, trends, and key metrics.
  • Implement reporting systems to track leading and lagging indicators for all divisions.
  • Adhere to all company policies and procedures.
  • Perform any other duties that may be assigned.

Qualifications

  • Bachelor’s degree or diploma in Occupational Health and Safety, Environmental Science, or a related field.
  • 7+ years of progressive experience in HSE management roles, with at least 3 years in the construction industry.
  • Certification as a Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) is strongly preferred.
  • Experience in managing or overseeing a Quality Management System (QMS) and its integration with HSE programs.
  • Comprehensive knowledge of Ontario’s OHSA, WSIB processes, COR certification, and ISO 14001 standards.
  • Certification as a National Construction Safety Officer (NCSO) is an asset.
  • In-depth understanding of provincial and federal HSE regulations, with experience managing HSE systems in construction environments.
  • Proven leadership and team management skills with a track record of mentoring and developing high-performing teams.
  • Proficiency overseeing incident reporting, risk management, hazard assessment, and audit management systems.
  • Excellent written and verbal communication skills with the ability to convey complex information clearly.
  • Proficiency in HSE management software and the Microsoft Office Suite.
  • Strong analytical and problem-solving abilities, with a proactive approach to identifying and mitigating risks.
