CEDC’s philosophy is that excellent property management is an essential part of its overall construction of affordable housing activities. CEDC provides a superior living environment for its residents and implements a team‑management approach with particular coordination between its Property Management, Real Estate Development, and Resident and Community Services divisions.
THE POSITION
Reporting directly to the Director of Property Management, the Regional Property Supervisor will assist in the development and monitoring of company policies and procedures related to property management. Responsibilities include recruitment, training, development, and supervision of Resident Managers and Maintenance staff within the designated portfolio, with a significant focus on ensuring that the physical asset and performance of CEDC properties meet investor expectations.
Essential Duties & Responsibilities
- Supervision of the staff in the designated property portfolio.
- Assists in the update, revision and / or development of forms, reports, and manuals relating to property management issues and operations. Ensures implementation is appropriate and timely.
- Ensure that time sheets and mileage reimbursement requests are completed and submitted as expected.
- Address staff related issues.
- Prepare Resident Manager Performance evaluations and performance improvement plans as necessary.
- Ensure human resource policies, procedures and guidance are in accordance with CEDC expectations; assists with employment decisions.
- Participate in candidate interview panels for vacant Resident Manager positions and other CEDC openings.
- Coordinates and conducts monthly meetings for all property management staff.
- Assists Resident Managers with questions and issues related to operations, safety and other matters.
- Assists in the development and ensures implementation of property management training programs; ensures all new hires are trained properly and consistently.
- Assists the Director in other assigned projects and tasks.
- Ensures resident screening guidelines and other compliance mandates are followed correctly by all Resident Managers and oversees enforcement of Fair Housing laws.
- Ensures vacancy turnaround of 10 days or better.
- Ensures staff maintains an updated and healthy waiting list to process at a minimum of 3 hopper approved files to meet required unit turnaround; monitors marketing according to AFHM plan.
- Monitors, assists, and makes recommendations to improve property operations; reviews occupancy status; identifies third‑party assistance to gain objectivity.
- Resolves property management related issues and communicates activities and outcomes to the Director to ensure appropriate monitoring and transparency.
- Reviews / audits property administrative, accounting, and investor areas to ensure compliance with established policies and procedures.
- Enforces tenant recertification schedule to ensure timely completion per AR calendar.
- Ensures that property staff meets the compliance aspect of property programs.
- Meets regularly with the Compliance Specialist to address audit and compliance issues.
- Ensures all collections are done timely, 3‑Day Notices are issued timely, and that leases and changes of lease terms are completed properly in collaboration with the Compliance Specialist and legal counsel.
- Ensures all Resident Managers follow proper procedures regarding security deposit dispositions.
- Reviews property vacancy reports, aged receivables, resident delinquency, and other financial reports to ensure portfolio profitability.
- Participates in the CNA process; analyzes properties and collaborates with Accounting and Construction / Maintenance for capital expenses associated with replacement reserves.
- Ensures property self‑assessments are completed with the Property Staff.
- Provides support to Resident Managers regarding utility billing and HAP payments.
- Prepares the annual budget for each designated property and funding programs.
- Implements approved rent increases.
- Reviews financial reports, prepares monthly variance reports, and discusses expenses with Resident Managers.
- Ensures that petty cash replenishment requests and other required financial needs are completed properly and submitted timely.
- Assesses and determines appropriate rent concession requests.
- Visits each property at a minimum twice per month.
- Assists and participates in property Resident meetings, events, and programs related to the properties.
- Timely addresses resident related issues.
- Oversees incident reporting and resolutions with all parties involved.
- Ensures grounds are monitored daily to maintain safety and superior curb appeal.
- Develops and maintains relationships with suppliers, vendors, contractors, and all others serving the community.
- Reviews waiting lists at each property and identifies / supports marketing efforts to replenish the pool of applications.
- Prepares physical condition reports for all properties monthly with actionable plans for corrections.
- Submits Property Status Reports to the Director; ensures properties conduct bi‑annual unit inspections and meet required correction actions.
- Assists with the lease renewal process and analyzes resident turnover.
- Supports effective resident retention programs with Resident and Community Services.
- Walks through vacant units for assessment of reported information.
- Walks through properties weekly.
- Assists with after‑hour emergencies for the properties.
- Meets with the Director regularly; date and time to be determined.

A valid California driver’s license and proof of automobile liability insurance.
