Reporting to the Manager of Financial Planning, the Financial Planning Analyst is responsible for the accurate consolidation of Budget and Plan information into the enterprise software systems (SAP and Captor). The Financial Planning Analyst will be responsible for the preparation of the 10-year Capital Budget Summary, Debt Targets and other detailed analysis to support various reporting and presentation requirements.
Participates in managing the Capital Budget System maintenance process, and provides testing support to ensure that the application remains robust and free of errors and bugs, by providing documented feedback, investigation and problem resolution suggestions where applicable.
Provides assistance to large programs in loading project, sub-project and financial information using Captor.
Adjusts Captor for funding related to Capital from current and other funding source adjustments, and processes other adjustments where required.
Oversees the training database for users and works with the Senior Financial Planning Analyst to deliver Captor and capital policy training to the City’s internal clients.
Is responsible for performing quality assurance of data received from divisional programs and Financial Planning Analysts
Provides training and assistance in the completion of SAP forms and documents and executes test cases as required by period SAP maintenance releases.
Maintains the filing system for source documents and Capital Variance Reports.
Consolidates schedules that support the Corporate Capital Variance Report.
Monitors divisional programs and Financial Planning Analyst submissions and commentaries and consolidates and prepares the first draft of the Corporate Capital Variance Report.
Prepares the Capital Variance worksheets and memos to programs and organizes the transmittal of these documents to the respective programs and the City's Agencies.
Prepares the Capital Budget Summary, the City’s debt target schedule and the 10-year plan for the purpose of allocating the City’s debt targets.
Prepares the program schedules that support the Council Approved Capital Budget Quick Book and the City’s Annual Budget Book.
Prepares the Reserve / Reserve Funds / DC funded project listing with cost centres for consolidation to the Annual Reserve / Reserve Fund report.
Maintains custody of historical Capital Budget Information for referential purposes.
Assists the Senior Financial Analyst in the allocation of CFC (Capital from Current) funding.
Assists the Senior Financial Planning Analyst in updating the Capital Budget Submission, Guidelines.
Provides tracking and support for Committee and Council presentations, where required, by setting up equipment, preparing presentations using MS Word, Excel, PowerPoint and other software, and acting as custodian of the Division’s laptop pool.
Provides business analysis support to developers, under the direction of the Manager, when necessary.
Develops and maintains professional, respectful and pleasant working relationships with City staff on a day-to-day basis and maintains contacts with various programs to improve communications with the user community.
Participates in special projects, where required, such as performing research on assigned subject matter and writing capital-related reports and / or briefing notes.
Other Ad Hoc assignments delegated by the Manager.
Key Qualifications :
Considerable experience in the key functional areas of this position, including Capital Budget program support and expertise,
Considerable experience with enterprise-wide financial and capital budgeting systems such as SAP and Captor
Considerable experience preparing schedules, worksheets, and comprehensive reports, and analyzing, interpreting, and summarizing information to support decision-making. Extensive experience at an advanced level utilizing MS Excel, Word, PowerPoint, and Access software tools.
Completion or working towards of a professional accounting designation, e.g., CA, CPA, or bachelor’s degree in business.
Ability to manage multiple tasks under pressure and produce results within tight timeframes.
Sound judgment and ability to handle confidential, proprietary or sensitive matters as they relate to Council and other senior staff, the public and personnel relations.
Highly developed oral and written communication and interpersonal skills, with the ability to establish effective, productive and professional working relationships at all levels of the organization.
Familiarity with relevant government legislation and regulations in the area of governance, budgeting, financial reporting, service delivery and occupational health and safety. Please note that all applicants are encouraged to provide a valid email.
